Field of activity
The Providing for Health (P4H) Network is a multi-stakeholder and -level network, advancing the issues of Social Health Protection (SHP) and Universal Health Coverage (UHC). Bilateral partners at the global level are France, Germany, Spain, Switzerland and USAID; multilateral partners are the African Development Bank, the International Labour Organisation, the World Bank and the World Health Organisation. At country level, the network is open to other development partners.
GIZ is commissioned with a Sector Initiative (SI) by the Government of Federal Republic of Germany, co-financed by Government of Switzerland, to implement the contributions to the P4H network. The SI P4H aims at supporting countries in the development and the implementation of strategies for SHP and UHC. This is done through activities on the global level and through demand-driven support to individual countries. Several modes of cooperation are employed by the SI P4H, including organization of international events, short-term missions, and the secondment of long-term advisors.Mozambique is to be a new focal country of the P4H network, and the SI P4H is looking to place a long-term Health Financing Policy (HFP) Advisor in the country to support the Government of Mozambique, especially the Ministry of Health (MOH) to support the Government's commitment to UHC. The HFP Advisor will engage in supporting policy development, policy implementation and stakeholder coordination on the national level. This includes technical advice on the development of a national Health Financing Strategy, to the MOH, other Government Ministries and in the context of the health sector and general budget dialogue structures. This Strategy will be supporting the National Development Strategy, the National Policy on Basic Social Protection and the Health Sector Strategic Plan, with the aims of improving access to health care, reducing the financial risk of ill health, improving the financing of the Health Sector Strategic Plan and harmonizing donor contributions to the sector. It also includes the coordination among development partners with an interest in advancing UHC, SHP and health financing reform.The HFP Advisor will be partly based in the Mozambican MOH and partly in the offices of the Swiss Development Cooperation and work in close coordination with other P4H partners.
Your tasks
As the HFP Advisor, you will support the Mozambican MOH, other Government Ministries and the national Technical Working Group on Health Financing as well as potentially other dialogue structures on health financing and/or social health protection. This includes supporting the development of the health financing strategy, support to cross-sectoral coordination, capacity development and awareness-raising for health financing and social health protection issues. Your main counterpart will be the Director of Planning and Coordination of the MOH and you will be working closely with the corresponding Directorate, especially with the planning and health financing section. You will have a dedicated budget to support the implementation of activities. Your work will be framed under the P4H network's cross-sectoral and multi-level approach.
Support to the development of the Health Financing Strategy will be delivered mainly to the MOH in the context of the national Technical Working Group on Health Financing (TWG HF) and a more senior Steering Committee yet to be put in place. You will support the development of analytical studies under the TWG HF subgroups, and the development of the Health Financing Strategy itself. To this end, you will work with your MOH counterparts to coordinate work plans, prepare terms of reference for analytical studies, review delivered products, and support technical workshops. You will support the provide expert inputs for drafting of the Health Financing Strategy document and support the stakeholder dialogue and consensus building.
Cross-sectoral coordination is focused on working towards alignment of the Health Financing Strategy with national policy documents such as the National Development Strategy and National Strategy on Basic Social Protection (NSBSP). You will be advising the MOH on positions with regard in the review process of the NSBSP and support the interministerial dialogue with the Ministries of Women and Social Action (MOWSA) and the Ministry of Labour (MOL). You will also advise MOWSA and MOL on designing reforms of health financing institutions under their mandate in line with the Health Financing Strategy of the Mozambican Government, led by MOH.
Capacity development in the MOH and other institutions involved in health financing reform will be a key aspect of your work. You will develop a capacity development plan for the Directorate of Policy and Coordination, advise on trainings for technical, management and leadership skills and support the identification of funding for this purpose.
Awareness for health financing and social health protection reforms is still low in Mozambique. You will support the Department of Policy and Coordination in making health financing a standing item in the SWAp dialogue and will work towards integrating it in the General Budget Dialogue. To this end you will also work with the Development Partners Group in Health.
The P4H cross-sectoral and multilevel approach will guide your work. You will support an effective and efficient dialogue between Government and development partners in the area of health financing and social health protection. To this end, you will work with all members of the P4H network in Mozambique facilitating alignment and coordination around the health financing strategy. Your work in this area will be integrated in and supportive of the overall coordination structures of development partners in health.You will be a member of the Sector Initiative P4H and engage in the exchange in the team and contribute to planning, monitoring and reporting of the Sector Initiative.
Your profile
You have a Postgraduate education at or above Master's level (or equivalent degree) in relevant areas such as, health financing, health economics, or health systems management, or public health with specialization and/or work experience in health financing reform.
You have been working for at least 10 years in development cooperation with experience in policy development. At least 5 of these years have been in the areas of social health protection and/or health systems financing. Ideally, you have already worked in reforming National Health Service type health system. You are experienced in working in settings with Sector Wide Approaches and in donor coordinationYou are an excellent communicator with the ability to bring stakeholders together and to forge consensus around contentious topics. You are proactive and work in a client-oriented way.You are fluent in English and Portuguese; knowledge of German is an asset but not required.
Assignment period
March 2015 until March 2017, with a possibility of extension.

Other information
The position is based in Maputo, Mozambique. Regular but limited travel within Mozambique, to Germany and other international locations is expected.
The security situation in Maputo is moderate; private security for homes is a common precaution. Some uncertainty, especially outside Maputo, remains after results of a recent presidential election were disputed by the opposition.There are various international schools located in Maputo. Maputo is located on the coast of the Indian Ocean and the climate is coastal tropical, with a moderate risk of tropical diseases. Basic medical services are available.
