Volunteer, Malaria Financing

Overview:
The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria, and other diseases.  Based on the premise that business-oriented strategies can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective national and sub-national level management.  CHAI is focused on large scale impact and, to date, has secured lower pricing agreements for treatment options in more than 70 countries.  In addition, CHAI’s teams are working side-by-side with over 25 governments to tackle many of the largest health system barriers to effective care and treatment.

The Clinton Health Access Initiative (CHAI) seeks a highly motivated individual to support the Namibia Ministry of Health and Social Services and National Vector-borne Diseases Control Program (NVCDP) on work streams related to domestic malaria financing in Namibia. Often as countries’ malaria burdens decline, funding is diverted from malaria programming.  This leads to resurgence in malaria, undoing the gains previously made.  As Namibia works toward its goal of elimination by 2020, it will be critical that financing for malaria is sustained through long-lasting domestic financing mechanisms.  The volunteer will provide critical support in the effort to establish more sustainable domestic financing for malaria elimination, included exploration of hypothecated taxes, endowment funds, and/or corporate sector engagement. S/he will be a part of a team that will meet on a regular basis with private sector firms and governing bodies within Namibia. The candidate must have excellent communications skills and cultural sensitivity as s/he will be working closely with Ministry of Health (MoH) policy makers and high-level officials of large corporations. S/he must be able to manage multiple tasks and drive multiple work flows forward. S/he must exhibit a passion for results and commitment to excellence. Please note that the volunteer role will last 3-6 months, with start dates anticipated for ASAP.
Responsibilities:
  • Consult with relevant MoH and Ministry of Finance (MoF) partners to understand current financing of the malaria programme, and past efforts at strengthening domestic financing;
  • Consult with other MoH programs currently undertaking health financing initiatives, to coordinate and prevent duplication of efforts;
  • Create PowerPoint decks targeted at the public and private sectors, and develop a convincing investment case for sustainable and innovative financing mechanisms for eliminating malaria in Namibia;
  • Prepare for and facilitate a workshop to discuss potential options for malaria financing, clearly outlining the feasibility and revenue potential of each;
  • Draft report of findings, with recommendations and plans for pursuing the most promising options.
Qualifications:
  • Bachelor’s degree plus relevant professional experience in a demanding, results-oriented environment;
  • Ability to prepare and deliver persuasive presentations;
  • Excellent problem solving, analytical and quantitative skills, including significant experience working in Excel and PowerPoint;
  • Strong interpersonal and communication skills, and an ability to build professional relationships;
  • Comfortable interacting with senior government officials;
  • Ability to work independently on complex projects; strong organizational skills;
  • Ability to react quickly to ad-hoc requests while managing an existing workload;
  • Excellent spoken and written English.
Advantages:
