Project Description
FANTA works to improve nutrition policies, strategies, capacity strengthening, and service delivery through technical support to MISAU, the United States Agency for International Development (USAID), and their partners. Focus areas include maternal and child health and nutrition, nutrition and HIV and other diseases, and food security.
- Oversee FANTA provincial level support to the Ministry of Health of Mozambique (MISAU) and USG-partners to improve the quality of implementation of the Programa de Reabilitação Nutricional (PRN).
- Provide technical assistance to MISAU-Department of Nutrition (DN) for implementation of PRN at the central level.
- Coordinate the Partnership for HIV Free Survival (PHFS) steering committee, support PHFS implementation and M&E, and liaise with the global PHFS committee.
- Provide technical assistance in nutrition as requested.
- Share key developments and results to and on the part of FANTA regarding the primary areas of responsibility and FANTA's nutrition activities in Mozambique through periodic written and verbal updates and discussions.
- Identify, hire, and manage consultants to support technical assistance activities in Mozambique.
- Contribute to FANTA project-wide work planning and reporting, including assisting the FANTA project manager to provide periodic updates to USAID/Mozambique and completing USAID and PEPFAR reporting requirements.
- Assist the FANTA project manager to work with USAID/Mozambique, MISAU, and other FANTA staff to identify and plan future nutrition and food security activities supported by USAID/Mozambique.
- Participate in FANTA staff meetings, retreats, technical meetings, and other meetings as requested and feasible.
- Provide technical input to and assist in the revision of technical documents with other FANTA work areas as requested.
- Carry out other technical tasks as needed.
Job Summary / Responsibilities
Provides technical and scientific leadership to those designing, and implementing technical strategies, programs or tools in specific technical areas. Provides technical advice based upon expertise and knowledge of evidence- based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. Builds capacity in country-level, regional or global program staff. Assesses current technical, scientific, managerial and operational efficiencies at the program, regional, or global levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. May evaluate proposal design and protocol development to en sure design is sound and based upon evidence- based practice. Provides global scientific leadership by staying current of evolving technical standards, guidelines, and program developments in area of expertise. Responsible for sharing best practices in their field of expertise and contribute to the knowledge base through participation in scientific forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. May be required to coordinate and work with a diverse group of organizations, such as; the Ministry of Health and Social Welfare (MOHSW), district health staff, several international and national development partner organizations, and the USAID mission in order to complete work.

- May serve as a departmental resource on procedural, administrative and operational issues.
- Provides broad global technical leadership to multiple components for moderate to complex programs. Defines and develops solutions for major business or functional challenges.
- Contributes to planning and making recommendations for department/program/project concept, operations, and/or implementation.
- Influences design and scope of initiatives and programs.
- Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements.
- Develops strategies and tools for the design and implementation of specific technical components.
- Ensures the quality of implemented technical activities and systems at all levels.
- Represents the organization and/or Institute to external entities at professional meetings and conferences.
- Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area.
- Continually maintains a dialogue and technical exchange with field counterparts and technical staff of implementing partners.
- Coordinates with employees and consultants, on-site and in the field for situations that is less routine and more unusual.
Qualifications:
- Advanced degree in medicine or nutrition; medical doctor with nutrition background or medical doctor with master's degree in nutrition or public health preferred; with at least 3-5 years of experience.
- Experience providing technical assistance in clinical programs in health, nutrition, and/or care and treatment for PLHIV and persons with TB, including program design, implementation, monitoring and evaluation, and management.
- Experience working in health and nutrition activities in Mozambique preferred, including with MISAU and provincial health directorates (Direcção Provincial de Saúde, DPS).
- Experience with USAID-funded projects and programs preferred.
- Experience developing national-level policies, strategies, guidelines, training materials, and/or job aids related to nutrition.
- Experience delivering trainings at central, provincial, district, and/or health center levels.
- Excellent writing and oral presentation skills
- Ability to take initiative and work independently and in groups.
- Strong communication and problem-solving skills.
- Knowledge of MS Word, Excel, and Powerpoint required.
- Fluency in Portuguese (essential) and English (strong advantage).
- Ability to travel up to 50% time.
