Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context
Under the overall supervision of the Regional Director for Southern Africa and the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible and accountable for providing technical assistance to IOM and its partners, particularly the United Nations (UN) and the Government of Mozambique. S/he will be managing projects related to Emergency Operations, Camp Coordination and Camp Management (CCCM), Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) as well as its staff, including those in the sub-offices.
S/he will lead the Shelter Cluster and/or IOM Shelter Operations and the CCCM cluster and will coordinate and provide technical assistance to countries in the SADC region involved in CCCM and Disaster Risk Management (DRM) capacity building (Angola, Botswana, Malawi, Namibia, and Zambia). In addition, s/he will act as liaison to donors in his or her technical areas and develop projects regularly to expand and sustain the programme.
Core Functions / Responsibilities
  1. Manage all Emergency Operations, CCCM, DRR and CCA programme offices, staff, projects, funds, reporting and activities in Mozambique.
  2. Coordinate with Country Offices (COs) within the CCCM/ DRM Regional Programme and provide technical assistance and budgetary advice to Coordinators and their Project Assistants, including travel to the COs to provide training and capacity building support.
  3. Coordinate Shelter and/or CCCM clusters if/when requested by the Humanitarian Country Team (HCT) and keep regular contact with HQ-level CCCM and Shelter Cluster counterparts.
  4. Support COs in conducting regional training activities with member state counterparts and IOM staff in CCCM and DRM. Support COs in developing innovative DRM and CCCM programmes/ projects. Manage all aspects of project implementation within the Emergency/DRR programme in Mozambique, from project development and project document submission, to PRISM budgetary and financial controls, and to reporting and donor relations.
  5. Manage procurement and monitoring processes for the emergency and non- emergency operations/ programme including tenders, contractors and project partnerships. Ensure that procurement of emergency relief items follow international standards or standards jointly agreed at country level.
  6. Hire and develop national and international staff in accordance with IOM rules and regulations once staffing plans and terms of references have been approved by the COM; ensure a local roster of staff is readily available for rapid deployment in an emergency; select and hire consultants for technical work with specific outputs and product deliverables.
  7. Undertake duty travel relating to project/programme management, liaison with counterparts, problem solving and staff capacity building, and new project/programme development, as required.
  8. Develop and maintain strong and regular liaison with the project/programme partners such as governmental authorities, diplomatic missions and any other concerned agencies and working groups, with the aim of coordinating and promoting new activities and facilitating the implementation of on-going activities and fund raising for new projects/programmes.
  9. Monitor, assess and evaluate project/programme activities, on a regular manner and plan new features that add value to the project's overall goals and the programme's Page 3 / 5 long-term sustainability.
  10. Co-convene the UN Economic Development Results Group (E-DRG) Outcome 3 in collaboration with the United Nations Development Programme (UNDP). Develop joint proposals for UN funding and partnerships with the UN partners within the Outcome 3 working group.
  11. Regularly increase IOM visibility through radio, web and media, including interviews with national and local media.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
  • Master's degree in Political/ Social Sciences, Humanities, International Relations, Disaster Risk Management, Environmental Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Substantial experience in capacity building in CCCM and DRM in Southern Africa, particularly for National Authorities, in English and Portuguese;
  • Experience in training curriculum development in CCCM and DRM, particularly for National Authorities;
  • Experience with Shelter related topics and framework;
  • Sound knowledge and experience on the humanitarian coordination and humanitarian reform process;
  • Knowledge and affinity with the primary disaster management and environmental actors in Mozambique including the government, donor agencies, UN and the non- government organizations (NGOs)/civil society implementers;
  • Previous experience as trainer in CCCM or a related humanitarian field;
  • Previous experience in project management and programme development;
  • Sound knowledge in project development, management and implementation essential;
  • Experience in implementing climate change adaptation and/or disaster risk reduction projects in the African region a distinct advantage;
  • Experience in disaster and emergency operations an advantage;
  • Good computer skills and with experience in the field of web, radio, visual and/ or community training.
Languages
  • Fluency in English and Portuguese is required.
  • The Portuguese language is required due to the need to develop tools, trainings and the entire government roll out strategy in Portuguese.
