The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
In Malawi, over 930,000 people are living with HIV/AIDS. Approximately 490,000 are women, and almost 100,000 are children under 15 years of age. It is against this backdrop that in 2001, the Foundation, working with local partners, initiated one of the first programs to provide prevention of mother-to-child transmission of HIV (PMTCT) services in Malawi. Today, the Foundation’s program focuses on providing technical and capacity building assistance to the Ministry of Health, working to eliminate HIV infection in infants and children and to increase access to comprehensive, high-quality, and well-integrated PMTCT and care and treatment services for HIV-positive pregnant women, infants, and families, as well as support health systems strengthening. EGPAF is currently working in seven districts in the Central and Northern Zones. The programs are funded from five distinct US Government and private donors. EGPAF also has partnerships with numerous local and international organizations.
Job Summary
The ME/Program Officer will work closely with the SI& E team to provide support to the Foundation. The Officer will be responsible for provision of technical support services in areas of quality programme design, implementation, monitoring, and evaluation, quality improvement, project reporting and learning across the programme and ensure value for money through effective and efficient programme delivery. The fellow will also be responsible for identification, documentation and dissemination of best practices including preparation of abstracts, manuscripts, media briefs, success stories and articles. Job Responsibilities:
Working as a member of the Malawi country team, the M&E/ Program Officer’s scope of work will encompass:
M&E (25% LOE)
· Data collection and data verification related to PMTCT/ART, HIV services and broader essential health package services
  • Provision of feedback on data to supported sites and assistance to site-level staff on how to utilize data for local program planning and quality improvement, including presentation of data dashboards and graphics to illustrate results and trends
  • Participate in data quality assessment, quality improvement projects, feedback and improvement activities
· Participate in program evaluation and/or quantitative and qualitative data analysis to inform program performance
Documentation/ Communications (75% LOE)
  • Develop an overall and project-specific communication plan(s) for documentation and best practices beyond the regular reporting requirements
· Research, develop, implement and evaluate strategic plans designed to raise the Foundation’s profile with key stakeholders and donors.
· Coordinate, research, write and edit original content for a variety of donor and other relevant stakeholders , including, but not limited to: key messages, newsletters (print and electronic), brochures, impact reports, event collateral, messaging, toolkits and internal communication
· Ensure all written materials are consistent in tone, accurate, well designed and
  • Participate in the review and/or development of quarterly, semi-annual and annual project reports
  • Documentation of best practices and lessons learnt for internal and external purposes
  • Lead and develop blogs on EGPAF’s Malawi work for EGPAF’s external website
  • With guidance and support from SMT,coordinate with EGPAF’s Communications and Advocacy Department (CAD) staff on relationship building with local media and generating local and international press
  • Regularly develop and design communication strategies to creatively share information, address communication challenges and guide all communication based interventions for the Foundation in accordance with all Foundation policies and guidelines.
  • Plan, implement and oversee EGPAF’s communication activities in order to increase access and provision of HIV services in EGPAF supported districts and the country at large.
  • Develop, design, produce and disseminate Information, Education, Communication and Advocacy support materials on HIV/AIDS and the services offered by EGPAF-Malawi in accordance with the key principals of communication.
  • Propose, coordinate with co-authors and write article(s) for EGPAF’s technical brief, Haba na Haba
  • Participation in proposal development as needed
Required Qualifications
· Minimum of a Degree in Social Sciences, Demography, Project Management/Monitoring Evaluation, Statistics or related fields; Master’s degree in public Health or related field preferred
  • Strong analytical and planning skills, and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning
  • Creativity and innovative thinking, with demonstrated analytical skills and attention to detail.
  • Demonstrated ability to design, commission, and manage assessment methodologies and evaluations
  • A strong quantitative background is essential with experience in data collection, analysis, management and presentation
  • Proficiency using statistical software( STATA/SPSS) and Microsoft Office Suite (Word, Excel, Access, PowerPoint)
  • Experience in proposal development and in writing technical reports
  • Ability to work in a team environment, but with self-sufficiency and self-motivation
  • Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation and facilitation
  • Fluency in spoken and written English
  • Ability to multi-task: flexible and capable of working under pressure and tight deadlines with demonstrated ability to prioritize across multiple projects and relationships
  • Strong strategic thinking ability in communications and public relations environment
  • Exceptional writing and editing ability, including the ability to adapt to a variety of tones, styles and formats required to meet Foundation’s goals
  • Superior organization/multi-tasking and problem-solving skills
  • Strong research, interviewing, fact-checking and excellent proofreading skills
