Logistics Officer - World Food Programme (WFP)


The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to end global hunger. Every day, WFP works around the globe to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
We are building a Logistics Officer Talent Pool that will be comprised of highly competent professionals who can play a key role in helping achieve zero hunger. All applicants will go through a comprehensive selection and assessment process to demonstrate their technical and organisational capabilities and the potential to grow and work across different field locations. Successful applicants will remain in the Talent Pool for 12 months, and can be considered for short or long-term international professional employment opportunities at entry and mid-management levels (P2, P3 and P4), in Country Offices, Regional Bureaux and Headquarters.
Strategic Purpose of the Function
‘Changing the Way We Deliver’ by capitalizing on its core expertise, WFP logistics provides effective, yet efficient and innovative, services to WFP and its partners. Logistics is at the core of WFP operations. Each year, WFP distributes approximately 4 million metric tonnes of food, facing the challenge of reaching an average of 90 million beneficiaries across some of the toughest terrain on the planet.
Job Purpose
· P2 level: Logistics Officers at the P2 level operate with a high degree of independence, manage more junior staff to ensure that logistics operations and project objectives are achieved in full. They are heavily involved in day–to-day activities and analytical work, and are likely to focus on one specific area of logistics (i.e. budget preparation and management, commodity and warehouse management, supply chain, fleet and workshop management, port operation management, logistics cluster and information management) or manage teams within logistics operations to ensure supply chain strategies are implemented. They contribute to daily planning and coordination of WFP logistics operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.
· P3 level: Logistics Officers at the P3 level focus on one specific area of logistics (i.e. budget preparation and management, commodity and warehouse management, supply chain, fleet and workshop management, port operation management, logistics cluster and information management) or manage teams within logistics operations to ensure supply chain strategies are implemented. They lead field logistics operations or provide technical support in Head Quarters, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
· P4 level: Logistics Officers at the P4 level manage large teams, lead on more specialist or far reaching initiatives or more complex country operations, including port and fleet management, logistics clusters, and influence supply chain strategies at senior levels across functions and with local partners. They lead field logistics operations or provide expert advice and support in Head Quarters/ Regional Bureaux, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
Qualification Requirements
Education:
· Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with two additional years of relevant work experience from the minimum experience requirement stated below.
Experience:
· P2 level: At least three years of postgraduate progressively responsible professional experience in the relevant field.
· P3 level: At least five years of postgraduate progressively responsible professional experience in the relevant field.
· P4 level: At least eight years (of which three international) of postgraduate progressively responsible professional experience in the relevant field.
Functional Capabilities*(scope of capabilities will vary by grade level)*:
· Supply Chain Management and Optimization - Analyses context of country challenges in order to lead the design and management of supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
· Planning, Project & Resource Management - Demonstrates the ability to design and manage the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, strategically allocating material and human resources, implementation and reporting.
· Information Management & Reporting - Ability to proactively identify gaps in information and findings, analyse and evaluate information, develop statistics, and translate into information management products to facilitate decision making and demonstrate performance.
· Market Analysis, Contracting and Operational Execution - Demonstrates ability to analyse market trends, designs concepts of operations, negotiates and establishes contracts with WFP partners and service providers, ensures compliance with WFP rules and regulations and effectively executes logistics operations.
· Warehouse and Inventory Management - Plans, coordinates and manages service providers and warehouse operations to promote safe, efficient, and sustainable operating procedures in the face of changing climates and conditions within region of expertise.
· Technical Assistance and Coordination - Actively establishes and maintains networks, leads coordination and the provision of technical assistance, while demonstrating the ability to represent WFP to a broad spectrum of key stakeholders (e.g. providing services, and working with NDMOs/NDMAs).

Language:
· Fluency in oral and written English.
· Although intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is mandatory for fixed-term posts, for some roles exceptions may be considered on a case-by-case basis.
Desirable Requirements*(scope of requirements will vary by grade level)*:
· Experience in evaluating and selecting service providers and third parties.
· Experience in identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
· Experience in determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
· Experience in preparing and managing transport and project budgets.
· Experience in managing integrated air, sea, and land transport operations.
· Experience in supervising professional staff.
· Experience in working in insecure and difficult environments.
· Experience working with interagency partners to assess and coordinate emergency/non-emergency response.
