The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to end global hunger. We are building an Aviation Officer Talent Pool that will be comprised of highly competent professionals who can play a key role in helping achieve zero hunger. All applicants will go through a comprehensive selection and assessment process to demonstrate their technical and organisational capabilities and the potential to grow and work across different field locations. Successful applicants will remain in the Talent Pool for 12 months, and can be considered for short or long-term international professional employment opportunities at entry and mid-management levels (P2 and P3), in Country Offices, Regional Bureaux and Headquarters.
Strategic Purpose of the Function When no other options are available, supplies and personnel are moved by air. In times of natural disasters and conflict, communities can quickly become displaced, isolated and left without proper access to food, water and shelter. A rapid response can save lives. In this regard the WFP Aviation is mandated with managing the United Nations Humanitarian Air Service (UNHAS) providing the humanitarian community life-saving access to vulnerable and isolated populations. Other assistance provided by WFP Aviation to NGOs and UN humanitarian organizations includes chartering of aircraft for third parties, air freight contracting and executive passenger services.
Job Purpose
· P2 level: Aviation Officers at the P2 level are involved in complex and specialized analysis requirements and are expected to operate with a high degree of independence. They supervise junior staff to ensure that aviation operations and project objectives are achieved in accordance with appropriate operational risk management process and contribute to daily planning and coordination of global aviation initiatives or day-to-day aviation operations to ensure that operations and objectives are achieved safely, at optimum value and in full.
· P3 level: Aviation Officers at the P3 level lead aviation operations for a single aircraft base or support senior Aviation Officers on large and/or complex operations in the field or global Head Quarters initiatives, providing expertise and focus on a specific area of aviation such as aviation safety, cargo transportation or passenger transportation. They plan and coordinate the day-to-day aspects of aviation operations to ensure efficient, cost-effective and reliable access to remote and hard-to-reach communities in need of humanitarian assistance.
Qualification Requirements
Education:
· Advanced University degree in Aeronautics, Aviation Engineering, Airport Management or other relevant field, or First University degree with two additional years of relevant work experience from the minimum experience requirement stated below.
· Commercial Pilot License, Air Traffic Control License or Flight Operations Officer License (or equivalent), Aeronautical Engineer or Maintenance Engineer License.
Experience:
· P2 level: At least three years of postgraduate progressively responsible professional experience in the relevant field.
· P3 level: At least five years of postgraduate progressively responsible professional experience in the relevant field.
Functional Capabilities*(scope of capabilities will vary by grade level)*:
· Supply Chain Management and Optimization - Analyses context of country challenges in order to lead the design and management of supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
· Planning, Project & Resource Management -Demonstrates the ability to design and manage the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, strategically allocating material and human resources, implementation and reporting.
· Information Management & Reporting -Ability to proactively identify gaps in information and findings, analyse and evaluate information, develop statistics, and translate into information management products to facilitate decision making and demonstrate performance.
· Service Provision, Aviation Contracting and Operational Execution -Demonstrates ability to negotiate contracts with WFP partners within own transportation modality/region that incentivize optimal performance by appealing to the interest of all parties.
· Aviation Performance Measurement & Quality Control -Develops and enforces standards within own region/ transportation modality that ensure all aviation processes are carried out in accordance with quality standards and minimize losses.
· Specialized Technical Knowledge in Aviation, Safety and Security -Demonstrates ability to contribute to advancements in air-based supply chain management through effective utilization of WFP’s extensive network of chartered and commercial airfreight and passenger transport service providers ensuring safety and security of effective delivery of services.

· Fluency in oral and written English.
· Although intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is mandatory for fixed-term posts, for some roles exceptions may be considered on a case-by-case basis.
Desirable Requirements*(scope of requirements will vary by grade level)*:
· Experience in commercial aviation with a specific focus in humanitarian air operations or food aid.
· Experience liaising with country authorities to facilitate air operations.
· Experience establishing methodologies for risk analysis and problem resolution.
· Experience supervising professional staff and reviewing reports produced by junior professional staff for accuracy and compliance with quality standards.
