Expression of Interest: The Advancing Healthy Communities regional programme (AHC) – Malawi, Mozambique and Zimbabwe

Sightsavers is looking for external evaluators to conduct an end of programme evaluation of its Advancing Healthy Communities (AHC) regional Programme in Malawi, Mozambique and Zimbabwe and is calling for an expression of interest to undertake the end of programme evaluation.
The Advancing Healthy Communities Programme (AHC) funded to the tune of €3,415,149.10 over a five year period commenced operations in January 2010 and ending in December 2014. The project main target groups are four mid-level training institutions, namely the SADC Ophthalmic Training Centre in the Malawi College of Health Sciences, University of Lurio under the Ministry of Health Mozambique (Nampula) , Beira Institute of Health and Zimbabwe School of Ophthalmic Nursing and persons with eye conditions in the three countries. There is a regional advocacy component been managed by HelpAge International based in Nairobi, Kenya. The regional AHC programme is coordinated by the Programme Coordinator based in Harare, Zimbabwe and supported by the regional office which is in Nairoibi, Kenya. AHC’s overall objective is to contribute to poverty eradication and the prevention of avoidable blindness. The specific objective is to improve the quality and quantity of cataract and other eye care services in the region.
The evaluators will be guided by specific evaluation questions drawn along the Development Assistance Committee’s (DAC) evaluation criteria. The evaluator(s)/team are expected to conform to these criteria.
The evaluation is expected to take place between: February and May 2015. The final report should be available no later than 1 May, 2015.
The lead evaluator should have as a minimum an education background, possess projects/programme analysis; comprehensive understanding of broad issues that impact Disability, Marginalisation and MGD’s and demonstrate exceptional skills in eye health systems strengthening. S/he should have extensive experience in conducting large scale evaluations. The evaluator can propose to work with a team and should include personnel with professional background and extensive experience in eye health, preferably a Social Scientist (for impact assessment) and ability to speak Portuguese.
