Senior Software Engineer


Malawi Switch Centre Limited (Malswitch) is inviting applications from eligible and qualified individuals to fill a vacancy for the position of Senior Software Engineer within its Applications Development Division in Lilongwe.

The Job

The senior software engineer will contribute to the development of applications and integration of systems, in line with the company’s core application design philosophy to meet the business growth ambitions of Malswitch. The job bears the following attached scope and deliverables.
  1. Systems Design covering detailed specification and design of applications and their components to meet defined business rules, retaining compatibility with enterprise and solution architectures.
  2. Software development to existing corporate software development standards.
  3. Data Analysis extending to evaluation of client business processes and modelling of data structures.
  4. Implement flexible databases to ACID test database design requirements.
  5. Produce system and user documentation for existing functionalities and new applications.
  6. Develop interfaces between systems and integrate software products into existing software environments to produce new platform-specific versions of software products.
  7. Coordinating development work with software engineers.
  8. Participating in product design storming sessions and documenting the results.
Work Experience and Other Attributes
  1. Degree in Computer Science/Business Information Systems/Information Technology.
  2. At least 5 —8 years’ experience in systems analysis, design and development.
  3. Competent knowledge of software design tools and techniques.
  4. Extensive systems development life cycle designing techniques.
  5. Advanced knowledge and experience in rapid software development techniques.
  6. Competent knowledge of database planning and monitoring techniques

The Baylor College of Medicine Children’s Foundation – Malawi (BCM-CFM) is a not-for-profit organization working in partnership with the Malawi government in the health sector. Our mission is to improve the health and lives of HIV-infected children and families through high quality, high impact, ethical, state of the art comprehensive care and treatment, training of health professionals and clinical research. Through its outreach arm, the Tingathe Program, BCM-CFM assists the Ministry of Health (MOH) in improving Prevention of Mother-to-Child Transmission (PMTCT), Early Infant Diagnosis (EID), and Paediatric HIV care and treatment services in Malawi. The Tingathe Outreach project is embarking upon a new program under EQUIP Right to Care, and is working in four districts in Central and Southeastern Malawi: Salima, Lilongwe, Balaka, and Mangochi.

The programme invites applications from suitably qualified individuals to fill open positions for Drivers in Salima, Balaka, Mangochi and Lilongwe.

Duties and Responsibilities
  • Driving the BCM-CFM vehicles as directed including driving mentors on mentorship trips
  • Updating log books and fuel consumption records
  • Perform security inspection of vehicles
  • Report to responsible officers on challenges encountered by car truck devices •
  • Ensure the vehicle is safe at all times from; theft, fire, accidents, packing violations, vandalism
  • Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangement of major repairs, timely change of oil, check of tires, brakes, car washing, etc.
  • Ensure availability of all the required documents including vehicle insurance, vehicle logs, first aid kit, and necessary spare parts.
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.
Desired Qualifications
  • Ability to communicate well in English, both verbal and written
  • A holder of a full MSCE with valid driver’s license. (Class C1, category PG, defensive is a plus)
  • Five years’ work experience with NGOs is a plus.
  • A person of high integrity, mature and team player with sober mind.
  • Honest and trustworthy
  • Must be willing to work in any of the districts the program is operating.

Cost Structure Analysis Consultant
Short introduction
The Malawian Central Medical Stores Trust (CMST) provides the majority of medicines and medical supplies for the government health service in Malawi.
A consultant is needed to analyse and recommend appropriate levels of CMST overheads for the period 2016/17- 2018/19.
Responsibilities
· Undertaking a document review, including: CMST founding documents and annual reports, the previous Cost Structure Analysis, evidence on best practice cost structure of similar institutions in the region or globally, the USAID/DFID funded Supply Chain Integration Progress report and other reports as provided by CMST, the MOH and DFID;
· Interview key CMST, DFID, USAID, MOH HTSS Pharmacy Unit and Clinical Services
· Review all direct costs incurred by CMST operations (e.g. salaries, warehouse operations and maintenance, other running costs)
· Unit, CHAM Secretariat and other key drug and supply chain stakeholders in Malawi
Deliverables
· Draft report and presentation for consultation with CMST staff and other stakeholders
· Cost structure analysis report for the CMST Board by 5th February 2017
Person specification

The Bureau for Institutional Reform and Democracy – BiRD, is currently accepting applications for a Team Leader and Democratic Governance Expert as part of a long-term EU-funded project in Malawi entitled Provision of Technical Assistance to the Government of Malawi on Implementation of the Chilungamo (Justice and Accountability) Programme.
The overall objective of the project is to contribute to dignified life through accountable Government, informed democratic choice, and humane and effective delivery of justice
The purpose of this contract is:
  • To strengthen democratic governance and enhance the ability of citizens, accountability institutions, and civil society to demand transparency and hold duty-bearers to account.
  • To increase access to justice for all, especially women and the poor.
Key expert 1: Team Leader and Democratic Governance Expert
Qualifications and skills
 Preferably a post-graduate degree in development studies, public administration, social or political science, law or in other field related to project management;
 Excellent communication skills with good command of both spoken and written English;
 Computer literate with coherent report writing skills.
General professional experience
 Minimum of 10 years of professional experience in the management and coordination of development cooperation programmes/projects;
 Good leadership and coordination skills with minimum of 3 years of experience of team management;
 Knowledge of transfer skills for capacity building activities;
Specific professional experience
 Preferably demonstrable experience and expertise in implementing, monitoring or evaluating programmes/projects related to access to justice and domestic accountability;

 Computer literate with demonstrable knowledge of use of financial management packages for production of financial reports with ability to use relational database software;

Pharmacy Management Feasibility Study Consultancy Team


Short introduction
The Malawian Central Medical Stores Trust (CMST) provides the majority of medicines and medical supplies for the government health service in Malawi.
The consultants will undertake a study of the feasibility of outsourcing hospital pharmacy services.
Responsibilities
The Consultants will be responsible for ensuring compliance with undertaking a Feasibility Study as determined by the 2011 PPP Act and by the Privatisation Commission, to guide the overall scope and organisation of the study. The Feasibility Study should include:
· Sector analysis of pharmacy service provision, including government, private for profit and non-for profit services:
o Review of how pharmacies are servicing central and district hospitals, both within and out of hospital areas, scale of activity, etc;
o Review evidence and lessons learned from other countries where similar arrangements exist, i.e. pharmacy services not run by the hospital management themselves.
· Pharmacy services availability options for Malawi to have universal access to essential medicines:
o Review of options for Malawians to have continuous access to essential medicines in hospitals, through available pharmaceutical services, be they government or private.
o Recommendation of options to be included for outsourcing pharmacy services.
· Price and Demand forecasts
o Review current and future demand of the essential medicines in Malawian hospitals based on prescriptions provided;
o Review current and future prices for accessing such services in both through public and private pharmacies;
o Develop 10 year forecasts of essential medicine need based on projected disease burden and quantification exercises.
· Financial analysis
a) Cost analysis for each of the different options including:
· Capital costs associated with any rehabilitation of the pharmacies to accommodate any projected expansion in pharmacy service provision;
· Costs associated with any purchase/lease of any equipment associated with the delivery of the selected pharmacy services;
· Annual operational costs associated with complete delivery of pharmacy services.
b) Revenue analysis:
· Forecasts of the revenue to be generated by any supplier of pharmacy services to those in need. This must incorporate revenues from all potential sources, including contributions from Government and end users.
c) Financial analysis:
· Develop a 10 year financial model based on the cost and revenue analysis described above. The primary objective of the analysis is to estimate the likely subsidy and in what form, that will be required to fund the PPP project. It should also inform the decision making process about the affordability levels for Government on each PPP agreement.
· Contracting Structure
· Review the options for the contracting structure working within the framework of government health, and PPP Policies.
· Review of legal and regulatory frameworks and conduct an analysis of its implications for the proposed contracting project.
· Analysis of optimum procurement for the project.
o Provide detailed description of procurement process to be followed, in line with PPP Act, including appropriate timelines.
· Analysis of technical options for the provision of the pharmacy services to be provided to the government under the contract:
o Define the technical specifications of the services to be provided under the project, including capacity requirements and quality of service specifications.
Deliverables
· Inception report indicating the preliminary assessment of the project and the Malawi environment for this project.
· Draft feasibility report addressing all the aspects above for consultation.
· Final feasibility report.
Feasibility Study Team Profile
a) Health Procurement/Contracting specialist and team leader (30 days)
· Post-graduate qualification in Health Services Administration, Business Administration, Procurement and Supply Chain management or similar.
· Extensive (at least 10 years) experience in contract management in the health sector, including managing outsourcing arrangements between the public and private sectors.
a) Pharmacy Services specialist (20 days)
o Accredited MPharm degree.
o Significant (at least 5 years) experience managing pharmacy services, including hospital pharmacies, in low income country settings.
o Experience of managing public-private partnership arrangements desirable.
c) Finance specialist/economist (from MOH based TA) (15 days)
The team may also wish to call on the services of additional specialists, including legal expertise. Good understanding of the Malawian context is highly desirable.
