Purpose of the Position
Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the HIV/AIDS project/programme within the country programme; accountable for ensuring that all aspects of the HIV/AIDS programme promote gender equality, with an emphasis on gender disaggregation and gender disparity identification to guide policies, programmes, monitoring and evaluation. S/He is responsible to provide guidance, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral project/programme that leads to HIV free survival of children, adolescents and young people. S/He is also expected to advocate, and provide technical support, to ensure scaling up ART coverage among HIV infected children and women, nutrition support and home care as part of PMTCT Plus, and increasing access to and use of gender sensitive prevention information, skills and services among adolescents and young people. As the member of the UN Technical Working Group on HIV/AIDS representing UNICEF, the Chief HIV/AIDS is expected to play a key role in promoting UN joint programming on HIV/AIDS to push the agenda on children and HIV/AIDS.
Key Expected Results
1. Timely sectoral analysis, input and guidance provided for the Situation Analysis, with consistent integration of sex-disaggregated data, and its periodic update completed for effective project planning, development and management.
2. Technical leadership and coordination provided to key HIV/AIDS programme/project documents, reports, plan of action, and targeted training/learning programmes, including advocacy in gender equality, ensuring promotion of effective knowledge management.
3. Quality of rights-based HIV/AIDS projects /programmes effectively promoted, and coherence, synergy and value added to project management process through results-based management.|
4. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined project strategies and approaches and integration with gender mainstreaming across sectors.
5. Project delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
6. UNICEF`s global goals effectively promoted through advocacy and policy dialogue in the HIV/AIDS sector, focusing on the contributions of gender equality in these goals.
7. UNICEF and Government accountability ensured regarding supply and non-supply assistance, as well as disbursement of programme funds for the HIV/AIDS sector.
8. Effective communication and networking achieved through partnership and collaboration, sharing UNICEF`s position on gender equality as useful.
Qualifications of Successful Candidate
- Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS. Training in gender and in nutrition programmes that promote gender equality as an asset.
- Eight years of relevant professional work experience.
- Experience working in the UN or other international development organization. Training and experience in HIVAIDS health care. Background/familiarity with Emergency. Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
- Fluency in English and another UN working language.
- Fluency in Local working language of the duty station is an asset.
- A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
