Contract Grade: A Contract Length: 3 months, with possible extension to 4 months Date Needed By: 15th Jan 2014 New Post or Replacement: Accompanied / Unaccompanied: Unaccompanied Exact Job Location: Lilongwe with frequent travel to Mchinji district (2 hours) and occasional travel to Nkhotakota (2.5 hours) Reports To: Health and Nutrition Coordinator Responsible For: development of new tools and approaches for Mchinji prevention of undernutrition project; oversight of project implementation for Mchinji project; backstopping and technical support to Nkhotakota maternal and reproductive health programme. Liaises With: Health and Nutrition staff in Nkhotakota and Mchinji, ACD-P, Administration Manager, Procurement Officer, Finance staff
Job Purpose: Concern is seeking an experienced health professional to provide technical support and guide start-up activities for two health projects in Malawi. The person will support the Health and Nutrition Coordinator around the health and nutrition activities (see below) as directed by Coordinator and ensuring management and implementation best practice was applied to all our Health interventions. The Health Programme Officer will take the lead in planning and implementing a select number of project activities in Mchinji, expected to include Barrier Analysis and establishment of a Care Group approach. Additional project responsibilities will be decided in collaboration with the Health and Nutrition Coordinator and the ACD-Programmes. In addition, the Health Programme Officer will assist with the preparation of project proposals as necessary, and will undertake technical support visits to provide oversight and mentoring in Mchinji and Nkhotakota at least once per month.
Main Duties & Responsibilities: Programme Support: •Establish Care Group approach in Mchinji: Review existing materials for Care Groups in Malawi and develop training guides for new Care Groups; plan and conduct training for Concern staff; plan and supervise training and establishment of Care Groups. •Conduct Barrier Analysis: develop BA questionnaires for up to 4 topics; train Concern staff in Barrier Analysis methodology; plan and directly supervise 1-2 or more Barrier Analysis assessments; with the Health and Nutrition team, take the lead in analysing BA data and developing activities and messages and finalising the DBC framework •Conduct 2-3 field support visits to Nkhotakota project to provide supervision and input on project implementation •Ensure that the Concern Worldwide Logistics and Procurement policies are followed in all areas of health and nutrition •Other specific tasks as identified by the Health Officer and Health and Nutritrion Coordinator, depending on need, and expertise and interest of the Health Officer Programme development •Assist development of programme plans and proposals as necessary Planning, Monitoring, Evaluation, and Reporting: •Support development of M&E tools for Mchinji project and contribute to project monitoring •Prepare and submit a monthly report of activities and plans •Contribute to project documentation such as lessons learned and case studies as necessary Representation: •Represent Concern Worldwide at national and district-level meetings and workshops as necessary

PERSON SPECIFICATION ESSENTIAL Education and qualifications •Minimum Bachelors’ degree in a Health-related field •At least 1-2 years field health experience in Africa related to Concern •Familiarity with project management processes for health •Good communication skills in written and spoken English
Special Skills, Aptitude or Personality Requirements: •Demonstrated ability to effectively plan, implement, and document project activities •Strong organizational skills •Ability to work independently in a fast-paced environment •Flexible, creative and solution-oriented approach in an innovative environment •Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts DESIRABLE •Master’s in public health or registered nurse •Experience working in partnership with local organisations or government institutions •Solid understanding of effective programme approaches for the prevention of undernutrition
