Human Resources Manager (Recruitment), Division of Human Resources

Purpose of the Position
Under the guidance of the Chief, Regular Recruitment, the Human Resources Manager (Recruitment) will support the implementation of the Medium Term Strategic Plan (MTSP) by partnering with a subset of the client Managers to focus on all aspects of recruitment and selection - including workforce planning, sourcing and recruitment strategies, and partnering with senior HR managers and staff in the implementation of these plans, ensuring the delivery of timely and quality HR support for the client group.
Key Expected Results
- WORK FORCE PLANNING AND RECRUITMENT FOR ASSIGNED CLIENTS
In line with HR strategy and HR frameworks ensures that client areas have workforce plans in place including forecasts of future needs, talent pools, succession plans and resourcing including rotation and recruitment. Provides advice, statistical data and other inputs to these plans including key staff data, talent pool information, diversity, retirements and rotation inputs.
Proactively partners with the assigned client groups on their specific recruitment and selection needs for staff at the international level. Supports and keeps participating in the development and streamlining of the current recruitment processes. Advises assigned client managers and staff on the selection processes and policies, systems approaches and methodologies for recruitment and selection.
Uses E-recruitment for processing cases. Maintains and builds on the existing talent pools and keeps promoting them to client managers. Explores possibilities of outside networks and academic institutions to build potential talent pools within the client group. Effectively partners with HR Managers on outreach initiatives for respective functional client groups.
In order to meet the organizational requirement in recruitment/staff selection and of ensuring that partnership building issues are fully incorporated into all areas of the recruitment process:
- Ensures a full understanding of the client`s requirements for respective vacancy profile etc.
- Undertakes the pre-section screening of applicants; identify suitable candidates for the shortlist in close collaboration with client groups.
- Review applications and applicants` files against UNICEF Vacancies Announcements, UNICEF competencies, and Job Descriptions, and develop and communicate (to hiring offices) the Shortlist of functionally competent candidates for specific vacancies.
- Collaborate with MSS for the vacant posts to be advertised on required sites. Prepare and release the e-recruitment/recruitment packages.
- Provide guidance on the preparation of and review recruitment packages for the Selection Interview Panel. Will ensure uploading of appropriate reference checks (external candidates) and E PAS(internal candidate) and other information for the CRB team`s review.
- Participate in Interview Panels. Ensures that relevant HR policies and procedures are followed in the selection and review processes for equal and fair treatment of staff. Highlights diversity and inclusion aspects throughout the recruitment process. Ensures that key HR programs and products are implemented efficiently in support of the clients` business needs and ensures that they are well understood by Line Managers.
- TALENT RELATIONSHIP MANAGEMENT
Provides advice/feedback to all (clients as well as potential candidates) and support them in understanding HR policies and processes. Reaches out and promotes feedback mechanisms for clients to influence the continuous improvement of HR services. Understands staff opinions and anticipate their needs and concerns vis a vis recruitment and selection.
- CONTRIBUTIONS ACROSS ONE HR
Brings back experiences from the clients to the HR team so the team can propose messages to larger HR community, improving UNICEF`s overall HR services. This will help to make HR`s contribution to our clients more relevant to UNICEF`s MTSP and its implementation. Participates actively in specific functional and cross­-functional HR initiatives and projects. Makes regular contributions to the improvement of HR plans and services. Supports the communication and sharing of best practices across functions to facilitate continuous improvement. Ensures continuous learning and updating of professional skills, Contributes to the development of Technology and its utilization by HR and clients.
- STAFF SUPERVISION
Provides professional leadership and supervision to assigned GS staff according to UNICEF Competencies. Maintains standards for improving self and organizational performance.
Qualifications of Successful Candidate
- Advanced university degree (Master`s) in Human Resources, Business Administration, Social Sciences or other relevant field.
- Minimum of eight (8) years of progressively responsible relevant work experience in Human Resources Management
- experience in talent management specifically recruitment and sourcing, as well as strong HR IT skills are required.
- Fluency in English and another UN language, preferably Spanish or French would be an asset.
