Volunteer Health Financing Analyst, Malawi

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business-oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved market organization, management support, and strategic use of data to inform evidence-based, cost-effective policies and programs.  By working in association with governments and other NGO partners, CHAI is focused on large-scale impact. Currently, CHAI’s teams are working side-by-side with over 20 governments to tackle many of the largest barriers to effective treatment and care.

The Clinton Health Access Initiative (CHAI) is looking for a Volunteer Health Financing Analyst to support CHAI’s in-country Health Financing efforts in several countries.  The Health Financing team supports the governments of several countries to develop and implement robust strategic planning processes, pursue opportunities to obtain additional funding, and optimize the allocation of existing health resources for maximum impact. The Volunteer will work with the Country Team Program Manager, Analysts, and relevant stakeholders in the focus countries, to generate the evidence needed to inform decisions regarding strategic planning, optimal resource allocation, and new funding opportunities across the health sector. 

The Volunteer will provide critical technical support in the quantification and mapping of funding needs and available resources, understanding current costs of interventions, and helping the governments identify funding gaps and areas where funding can achieve greatest impact. The Volunteer will be a part of a team that works very closely with several partners in each of the target countries including, but not limited to: Ministry of Health, Ministry of Finance, donors, NGOs, and civil society. The Volunteer will be called upon to support these efforts both strategically and analytically.

Responsibilities:
Build relationships with government counterparts and provide analytical and problem solving support to identify and implement strategic solutions to the key health financing concerns:
  • Liaise with key government counterparts in issues related to strategic planning and evidence-based decision making
  • Support CHAI’s Health Financing team in developing quantitative models and policy solutions to health financing issues, including:
    • Quantitative models to assess opportunities for improved efficiency and effectiveness of health interventions
    • Track available resources against the country’s financial needs
    • Draft policy memos to inform government, external stakeholders on health financing challenges and opportunities
    • Develop and deliver presentations to government and partners
  • Facilitate meetings with government and external stakeholders to drive operational and policy changes based on analysis of financing scenarios
  • Be a self-starter and work on a team of highly-motivated and analytical individuals
Qualifications:
  • A Bachelor’s degree from a well-recognized, high-calibre institution in a relevant field
  • A minimum of two years of experience in a private or public sector enterprise, with increasing levels of responsibility and experience managing other individuals
  • Very strong quantitative skills, including experiencing developing or evaluating financial models
  • Excellent verbal, visual and written communication skills
  • Natural ability to build strategic relationships and interact with individuals of different backgrounds
  • English language fluency, both written and verbal
  • Excellent organizational and problem solving skills
  • Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
  • Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally
  • Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
  • Strong analytical skills and technical proficiency with MS Excel and PowerPoint

Advantages:
  • Work experience in management consulting, finance and similar private enterprises, or in economics and public sector financing
  • Knowledge of/experience with the Global Fund proposal development process as well as knowledge of other donor funding mechanisms and processes (e.g., IHP, SWAp, HIPC funds, etc.)
  • Experience working in developing countries, particularly in the health sector
  • Experience working with recipient country governments and international partners in country
  • Knowledge, experience and interest in innovative financing approaches for developing countries
