UNICEF Chief Communication for Development, P-5, Maputo, Mozambique

Purpose of the Position:
With the general guidance of the Representative, and in close coordination with the Communication Specialist, the incumbent is responsible for the design, management, execution, monitoring and evaluation of a communication for development strategy in support of the country programme and for the conceptualization, planning, execution, monitoring and evaluation of an advocacy and communication strategy to promote respect for childrens and womens rights, and support UNICEF`s mission in the country. In addition, the incumbent is responsible to foster and support strategic partnerships with a variety of social actors like civil society organizations, opinion leaders, artists, the media and private sector.
Key Expected Results:
  1. Policy directions set for communication for development teams
  2. Vision, expert advice and assistance provided to communication for development teams.
  3. Guidance provided on communication for development operational processes and plans.
  4. Guidance provided on the development/ strengthening of key partnerships and intersectoral alliances.
  5. Advice provided on appropriate use of communication for social development.
  6. Advice provided on capacity building of communication for development teams.
  7. Resources effectively mobilized and managed.
Qualifications of Successful Candidate:
  • Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research, training/facilitation and impact evaluation of communication interventions.
  • Training in programme development and implementation in Communication for Development, social mobilization and behavioral change. Training in inter-disciplinary approach in programme communication for development
  • Minimum 10 years relevant professional work experience in the planning and management of social development programmes, including six years in developing countries, with practical experience in the adaptation and application of communication for development planning processes to specific programmes.
  • Fluency in English and another UN working language. Knowledge of local working language of the duty station, Portuguese is an asset.

  • Negotiates effectively with people inside and outside the organization by adopting a range of approaches
  • Anticipates and actively monitors long term local and global developments, constantly seeking new opportunities for advancing UNICEF`s mission.
