Assistance to the Government of Malawi For Strengthening Internal Controls and Procedures in Public Financial Management
This assignment is expected to be completed for a 2 minimum experts who should have expertise in public sector financial management: accounting, budgeting, and public accounting IT systems, public internal audit systems and human resource management. It is expected that the team leader should have at least 10 years work experience. The team leader will work for 25 working days in the first mission and work for 15 working days over the subsequent three missions. The other expert(s) should have at least minimum of 5 years work experience. One of the experts of the senior position will work for full period. The details of the expected profiles are described below:
3.1.1. Team Leader, Financial Manager, Expected input
· Team leader should be a public sector financial management expert with CPA, ACCA,
CIPFA, CA, or equivalent qualifications;
· At least 10 years experience of working in public sector accounting environment, including the review and strengthening of internal controls, and the development and implementation of computerised financial management systems;
· Experience of working or supporting a government Treasury department or working on public financial management projects;
· In-depth knowledge of the procedures and internal controls requirements of accounts payables, cash management, commitment controls, and bank reconciliation functions;
· Extensive experience of working with computerised public sector accounting systems;
· Demonstrated knowledge of conducting staffing and management reviews in the public sector accounting function;
· Experience in providing quality assurance of project monitoring and evaluation;
· Related work experience in developing countries, preferably in Africa will be an added advantage;
· Fluency in English.
3.1.2. Senior Position, Financial Manager (s), Expected input
· Qualified Accountant with CPA, ACCA, CIPFA, CA, or equivalent qualifications;
· Must have at least 5 years of relevant post-qualification experience in the monitoring and evaluation of public sector accounting including in-depth knowledge of accounts payables, cash management, commitment controls, bank reconciliation, and computerised accounting systems;
· Experience of working or supporting a government Treasury department or working on public financial management project involving a national government;
· Demonstrated knowledge of conducting staffing and management reviews in the public sector accounting function;
· Related work experience in developing countries in Africa will be an added advantage;
· Fluency in English.
4.1 Starting period
The indicative in-country mission start date will not be later than mid January 2014.
4.2 Foreseen finishing period or duration
The assignment is expected to be finished by August 2014. This timing includes in-country mission and production of draft and final reports. The minimum level of input from the minimum of two consultants will be a total of 210 working days. The final allocation of time input per expert is to be agreed with the Ministry of Finance and the Accountant General.
