Finance Delegate

The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
The German Red Cross is currently looking for an experienced Finance Delegate for Southern Africa and Togo.
The German Red Cross is carrying out projects in the fields of Disaster Risk Reduction, Food Security and Water & Sanitation in the Southern African Region and West Africa together with respective National Societies. Currently we are implementing projects in Mozambique, Madagascar, Namibia, Lesotho and Togo.
The Finance Delegate will closely be working with the Head of the Regional Office and Project Delegates in securing the overall financial and administrative quality (including prevention of corruption and fraud) of the program and projects. He/she will ensure that the procedures and standards in relation to finances and administration are applied, maintained, and where necessary, strengthened and improved.
He/she will directly report to the Head of Regional Office, and the Head of Finances at the GRC HQ in Berlin. He/she represents the Regional Office and acts on behalf of the Head of Office during his absence.
Duration: starting 1st of April, 2014 for 12 months
Location: Based in Maputo, Mozambique with frequent travels mainly to project locations in Madagascar and Togo.
Responsibilities and Tasks:
• Responsible for the overall financial and administrative management and system, supervision, monitoring and reporting (in line with GRC standards and donor requirements) • Secure the financial management (including prevention of fraud and corruption) of all GRC supported projects and cost centres that belong to the Regional Office • Safeguard and ensure adherence to financial and administrative procedures and regulations • Responsible for the submission of financial reports, in close cooperation with the project delegates • Provide continuous support and training in the application of the GRC accounting software Funds Pro to staff and partners, and ensure the functioning of the software • Provide training and coaching for delegates, support staff and local counterparts on financial and administrative matters • Provide support in procurement and logistics matters in line with GRC and back donor requirements • Cooperate with internal and external auditors • Represent GRC and liaise with partners on financial and administrative matters • Network with HNS, IFRC, PNS and ICRC on financial and administration matters, whenever required and appropriate • Promote Red Cross work and principles • Perform any other duty related to finance and administration management as delegated by the Head of Regional Office, Desk Officer, Team Leader of Africa Unit or the Finance Department at the HQ in Berlin • Be available for any emergency assessment mission that might has to be carried out
Required Skills:
• At least five years of working experience in the field of finance and administration management (preferably in a non-European country) • Experience in developing, setting up and monitoring of system oriented procedures and policies in the field of finance and administration • University degree in a relevant field • Experience with donor funded projects and donor rules, regulations and standards • Excellent computer skills (Windows XP or Windows 7, spreadsheets, word-processing, databases and other programs)
• Readiness to travel to and work in remote areas • Ability to work independently and as a team member • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles • Readiness to go on assignment without partner • Oral and written fluency in English and French, knowledge of German would be a strong asset • Ability and sensitivity to work effectively in multi cultural environments • Excellent physical and mental health with the ability to complete a thorough medical screening process
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight withing a 12-month period of assignment and medical check ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
