Planning Monitoring and Evaluation Officer
Based in The Hague, The Netherlands
We are looking for an enthusiastic and experienced Planning Monitoring and Evaluation (PME) Officer. We offer you a job in a passionate international organisation. SNV is one of the largest Dutch development organisations. We have operations in 38 countries worldwide and a small support unit in The Hague.
As PME officer you are part of a small and collaborative PME team within the Strategy unit. The PME team is responsible for SNV’s policy and protocol in the field of PME. It manages SNV’s global digitalized PME system and analysis thereof for corporate steering, reporting, learning and business development. Next to this, the team organizes SNV’s global (impact) evaluations. Profiling SNV’s PME within the Netherlands and where needed in the international setting is also part of the team’s responsibilities.
Apart from working closely with the colleagues in the Strategy & PME unit you have close working relations with country-based teams and the Managing Board.
Key responsibilities of the position:
  • Further development, improvement and innovation of SNV’s (online) PME system in response to internal and external requirements in this field
  • Conduct and support analysis of PME data for steering, reporting, learning and business development
Responsibilities (to be shared within the team):
  • Development of SNV’s PME policy in line with internal and external developments and trends and post 2015 perspectives
  • Organisation of (impact) evaluations
  • Support to country based teams in PME quality improvement
  • Support Business Development
  • Networking with like-minded organisations, knowledge institutions, donors and other relevant stakeholders
Candidate profile:
First and foremost, you are an experienced senior PME expert with sound knowledge of theories, qualitative and quantitative methods and trends in this field. You are able to translate your knowledge and experiences in policy and operational recommendations for SNV and do so with enthusiasm and conviction. Data-analysis is one of your key competencies and you know how to support others in using the system optimally. You love to connect and to communicate internally in order to ensure that SNV’s PME is well embedded. You have a track-record in an international (development) organization and are familiar with field operations abroad. You are part of a vibrant network that feeds your thinking about PME in an evolving aid-architecture.
Specific requirements:
  • A strong theoretical background in Planning, Monitoring and Evaluation including evaluation methods
  • Strong knowledge of current trends, innovations and requirements for the future regarding Planning, Monitoring and Evaluation of development interventions
  • At least 10 years of relevant work experience in Planning Monitoring and Evaluation, in the development sector, consultancy or corporate world, preferably in an international setting
  • Experience with digital data systems
  • Familiarity with SNV’s leading sectors: Agriculture, Renewable Energy and WASH
  • Experience with Business Development
  • Excellent analytical and writing skills
  • Fluent spoken and written English, Dutch is an asset
  • A strong and vibrant network in the field of Planning, Monitoring and Evaluation
  • Experience with Planning Monitoring and Evaluation at corproate and project level
  • Team player and excellent communicator

Contract period: 1 year with possible extension
