Options is looking for a Programme Director for a Results Based Financing for Maternal, Newborn and Child Health Programme, Lilongwe, Malawi  
 
Options is managing the German Development Bank (KfW) funded programme to undertake the management of a programme to use results-based financing to improve maternal and newborn health in the Central Eastern Zone of Malawi. The programme is viewed as a pilot, with a view to future scale-up.  The programme started in October 2011, and Phase 1 is due to finish in September 2014, with a proposed Phase 2 running to December 2015.  Options is now looking for a highly qualified and experienced Programme Director to successfully lead the programme to its completion.
Role and Responsibilities
The post holder will be responsible for the management of all in-country programme activities, working closely with the Reproductive Health Unit (RHU) Director and Ministry of Health (MOH) staff as appropriate. S/he will manage a small team of long-term staff and short-term international and local consultants, covering all relevant areas of the RBF programme.
Specific tasks:
  • Overall leadership of the programme in Malawi
  • Oversight of technical direction of the programme (with the Technical Manager)
  • Government liaison at central and district levels (MOH/RHU, MOF)
  • Donor liaison and participation in government/donor groups such technical working groups of the SWAP
  • Operational management (anti-fraud processes, audits, security arrangements, office systems and processes)
  • Oversight of financial management and procurement, including supervision of day-to-day financial management and processes in Malawi, reporting to Options and KfW on disbursements of programme finances (working with Options UK and Finance Manager)
  • Line management of the Lilongwe based team
  • Identification of and management of local TA and sub-contracts.
Required competencies:
  • Substantial experience in programme management, including previous experience as a Programme Director
  • Excellent skills in financial management and oversight
  • Ability to lead, manage and motivate teams
  • An understanding of maternal and newborn health and/or results based financing
  • Entrepreneurial self-starter able to work independently and in teams
  • Experience of managing KfW and/or other donor- funded health projects preferred
  • Proven ability to represent organisation and programme at highest level
  • Postgraduate qualification in a health or management discipline (desirable).
