CARE Malawi seeks a Deputy Chief of Party for Finance, Administration, and Compliance to lead the upcoming, USAID-funded, Girls' Empowerment through Education and Health Activity (ASPIRE). ASPIRE will improve reading skills for girls in upper primary school so they have the foundation of reading to be able to succeed in secondary school. ASPIRE's focus on reading is a continuation of what the Early Grade Reading Activity is already effecting in lower primary school.
ASPIRE will focus on all primary and secondary schools in Balaka and Machinga districts, two of USAID/Malawi's focus districts under its Country Development Cooperation Strategy (CDCS).
Interventions will achieve the following outputs:
  • Reading skills for girls in upper primary school improved;
  • Adoption of positive sexual and health-care seeking behaviors, and social norms among youth ages 10-19 increased; and
  • Key structural and cultural barriers for girls' access to schooling decreased.
Implemented together, the three outputs [improved reading skills (Output 1) supported by increased sexual and health seeking behaviors (Output 2) and decreased structural and cultural barriers to girls' education through community support and Water, Sanitation and Hygiene (WASH) interventions at schools (Output 3)] will lead to improved achievement of girls in upper primary and secondary school.
The resident Deputy Chief of Party (DCOP) is expected to have both relevant financial and administrative management experience. The DCOP will be responsible for and serve as primary coordinator for all aspects of activity finance, administration, compliance, and sub-grants management.
Minimum qualifications:
  • Master's degree or higher in finance, business, management, or related degree in relevant field preferred or equivalent experience is required.
  • At least 10 years of demonstrated experience in financial regulations, policies, and practices of comparable USG or other international programs funded by other donors is preferred.
  • Strong financial and operational management experience with proven management skills is preferred.
  • Strong interpersonal and team-building skills with significant experience building strong host country national team is preferred.
  • Proven ability to work with a wide range of local organizations and people is preferred.
  • Excellent understanding of USAID and USG regulations preferred, or applicable international donor experience people is preferred.
  • The proposed candidate's experience and education are complementary to those of other proposed candidates.
