INTERPOL is the world’s largest international police organization, with 190 Member States. INTERPOL is now looking for a qualified candidate to serve as Human Resources Specialist within the Corporate Support Sub-Directorate* in the Executive Directorate for INTERPOL Global Complex for Innovation.
Job Title:  Human Resources Specialist
Reporting To: Human Resources Administrator
Location:  IGCI, Singapore**
Duration: Three-year secondment
Grade:  Grade 6
Security Clearance Level:Basic

Under the supervision of the HR Administrator and within the limits of delegated responsibility, the HR Specialist carries out HR activities from contract drafting to the administration of recruitment or staff departures. He/she is responsible for ensuring official’s adherence to the staff manual and applicable HR and other administrative procedures. He/she is the focal point in regards to HR rules and procedures for staff and managers within his population. The HR Specialist is responsible for the input of HR data in  the different IT systems (SAP, etc.).

Primary Duties
Administration of Contracts
• Creation and update of personal files;
• Drafting of contracts;
• Arrange the formalities for the arrival and induction of a new official;
• Monitor end and extensions of contracts;
• Draft individual decisions and follow up on all events that may have an impact on the official’s career or personal situation;
• Arrange departure formalities.
Administration of  performance assessment reports
• Prepare the different drafts for the performance reports and follows up accordingly;
• Advise, assist with the implementation and follow up on improvement plans;
• Occasionally, participate in advancement commissions;
• Ensure conformity and coherence of the performance assessment reports with the applicable rules and staff instructions.
 Administration

• Ensure personal files are regularly updated and accurate (archiving, requests for consultation, copies, etc.);
• Drafting of correspondence to officials, messages to the whole of staff, information notices, certificates, etc.;
• Drafting of official correspondence to national administrations and to National Central Bureaus;
• Follow up on different processes;
• Drafting of meeting minutes;
• Contributes to the preparation of different HR reports and statistics, including the annual social report;
• Occasional participation joint committees as HR representative.

 Assistance and information to officials
• In this context, advise, clarify or inform officials and managers on the implementation of HR procedures and of the staff manual, ensuring adherence to those rules.

Administration of recruitments
• Ensure adherence to selection procedures and administrative formalities;
• Draft vacancy notices, circulars and ensure appropriate circulation through the appropriate channels;
•  Organize tests and interviews for the selection of candidates (CV screening, convene selection panels, invitations to candidates);
• Participate in selection interviews;
• Draft offers of employment and letters of appointment;
• Manage recruitment related administration (part A, part B);
• Ensure appropriate data input in the recruitment systems in order to run reports or statistics;
• Participate in career management programmes.
Support the HR Administrator
• Assist the HR Administrator in different HR projects;
• Assist the HR Administrator running different statistics or HR follow up reports.
Carry out all other duties as may be required by the hierarchy.

Requirements
All candidates will be assessed on the under mentioned requirements.
Education
• Equivalent education at French level “Bac + 2” attested by a diploma in the field of Human Resources or equivalent experience.
Experience
• Experience in the Human Resources area.
Languages
• Fluency in written and spoken English.
Technical Competencies
• Expert use of IT tools and knowledge of HR systems.
• Diplomacy, confidentiality.
• Sense of the initiative, autonomy, accuracy.
• Team spirit is indispensable.
• Objectivity and ability to manage conflict.
• “Can do” attitude.
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
• Experience in an international environment will be considered a strong asset.
• Fluency in a second official language of the Organization (Arabic, French or Spanish).
• Knowledge and experience of an Enterprise Resource Planning (ERP) system, preferably SAP, and an electronic recruitment software will be strongly appreciated.

Working Conditions
• This post is to be filled on the basis of a secondment.
• Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years. • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
• The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

*The Organization reserves the right to modify the Directorate and/or Sub-Directorate’s name and internal structure. This may have an impact on the functional title and reporting lines of this position.
