Livestock Traceability Program Manager

Project Overview:

The Agricultural Growth program-Livestock market Development (AGP-LMD) is a five year project aiming to 1) foster growth and competitiveness of meat, live animal, dairy and hides/skins; 2) ensure an enabling environment to support the growth and competitiveness of these livestock value chains, and 3) address the needs of the chronically vulnerable through nutrition-based interventions and linkages with other USAID-funded programs in Ethiopia. AGP-LMD’s overall objective is to improve smallholder incomes and nutritional status through investments in selected livestock value chains. These investments must in turn generate increased productivity and competitiveness of these value chains to the benefit of smallholders, both men and women.
In keeping with the principles of the US Feed the Future Initiative, CNFA draws upon a skilled consortium of leading Ethiopian and international development organizations, combining proven livestock and dairy value chain development experience, with expertise in health, nutrition, gender equality, and information and communication technologies. By joining international expertise and worldwide best practices with a leading role by seasoned local partner organizations, the CNFA team support local partners to lead interventions through existing cooperatives, associations, government agencies and private firms, to spur sustainable economic growth in Ethiopia.
The goal of the Livestock Marketing Development Program is to address USAID's Strategic Objective of improving smallholder incomes and nutritional status, through achievement of three key USAID intermediate results, involving 5 program components. The approach is designed to upgrade and catalyze future sustainable development of the sector, by addressing systemic bottlenecks and facilitating value chain participants' own engagement and investment:
IR1: Increased productivity and competitiveness of selected livestock value chains:
  • Component 1: Moving from analytics to strategy to learning
  • Component 2: Improve the productivity and competiveness of livestock value chains
  • Component 3: Spur investment and innovation
IR2: Improved enabling environment for livestock value chains
  • Component 4: Improve the enabling environment of livestock value chains
IR3: Improved quality and diversity of household diet through intake of livestock products
  • Component 5: Enhance the nutritional status of rural households
Integrated into these components are the cross-cutting objectives of engaging PLWHA, gender equity, promotion of ICT solutions, environmental mitigation and natural resource management.

AGP-LMD is seeking a Livestock Traceability Program Manager for an 18 month long-term assignment in Ethiopia.

Based in Addis Ababa, Ethiopia, the Program Manager is responsible to oversee the overall implementation of pilot livestock traceability and identification system (LITS) the AGP-LMD project supports the Government of Ethiopia’s Ministry of Agriculture.

Specific Duties and Responsibilities include:

  • Provide overall technical guidance for the implementation of the pilot initiative;
  • Manage (plan, organize, direct and control) the overall implementation of the LITS Project;
  • Prepare the detailed work plan and budget according to the Project documents agreed with the USAID;
  • Manage the implementation of the detailed work plan and budget and ensure implementation of all the Project components;
  • Prepare and submit all technical and financial reports to the LMD;
  • Coordinate the procurement of all goods and services required for the Project in cooperation with the financial and accounting services of LMD;
  • Ensure, in cooperation with the finance and admin unit at LMD, that adequate administrative procedures and related documentation for the recruitment of consultants are in place, e.g. ToRs and contracts;
  • Develop and maintain positive working relationships with stakeholders and other important groups involved in the project’s success;
  • Ensure effective and proactive exchange of knowledge, experiences and practices drawn from the implementation of the Project to ensure synergy and a flow of information between partners;
  • Represent and promote the project in national and regional fora, as and when necessary;
  • Take part in the LITS Working Group and Steering Committee meetings and provide progress updates and follow up on the execution of decisions taken;
  • Manage, evaluate the LITS project staff and provide feedbacks to LMD.

Essential requirements

  • Relevant Postgraduate University degree (Master’s level) in veterinary science;
  • At least 10 years of professional experience, preferably in project management and implementation;
  • Knowledge in USAID-funded projects management;
  • Knowledge of monitoring, evaluation and reporting tools for project management is a plus;
  • Solid experience working on livestock development issues in Africa;
  • Adequate experience in the design and implementation of Livestock Identification and Traceability Systems
    • An excellent command of English (written and spoken) is required

Desirable requirements

  • Excellent strategic planning and organizational skills, to analyse, set priorities, take initiatives and complete work according to deadlines;
  • Computer - literate with proven skills in the use of standard software for word processing, spreadsheet and presentation; knowledge of database management software a plus;
  • Strong interpersonal skills and integrity;
  • Excellent ability to communicate and negotiate with an understanding of regional and national livestock policy environments;
