Monitoring and Evaluation Specialist, Malawi

Malawians encouraged to apply. CARE Malawi seeks a Monitoring and Evaluation (M&E) Specialist to support the upcoming, USAID-funded, Girls' Empowerment through Education and Health Activity (ASPIRE). ASPIRE will improve reading skills for girls in upper primary school so they have the foundation of reading to be able to succeed in secondary school. ASPIRE's focus on reading is a continuation of what the Early Grade Reading Activity is already effecting in lower primary school. ASPIRE will focus on all primary and secondary schools in Balaka and Machinga districts, two of USAID/Malawi's focus districts under its Country Development Cooperation Strategy (CDCS). Interventions will achieve the following outputs:
Reading skills for girls in upper primary school improved;
Adoption of positive sexual and health-care seeking behaviors, and social norms among youth ages 10-19 increased; and
Key structural and cultural barriers for girls' access to schooling decreased. Implemented together, the three outputs [improved reading skills (Output 1) supported by increased sexual and health seeking behaviors (Output 2) and decreased structural and cultural barriers to girls' education through community support and Water, Sanitation and Hygiene (WASH) interventions at schools (Output 3)] will lead to improved achievement of girls in upper primary and secondary school. The main responsibility of the M&E Specialist will be to ensure that feasible, efficient and useful M&E systems are designed and implemented, allowing the ASPIRE activity to meet its reporting requirements and provide meaningful and timely data for use in project management. The M&E Specialist will oversee the design and daily management of the M&E activities, including: maintaining a comprehensive plan for M&E implementation; planning and implementing project data collection, management, and analysis; planning and implementing M&E-related activities for the ASPIRE activity partners and staff. The M&E Specialist may be designated as the sixth key person by the Applicant.
Minimum qualifications:
  • Post-graduate degree (Master's degree or higher) in social science, development, statistics or related field is required.
  • Minimum of 7 years in M&E of international, multilateral, and/or USG-funded programs is preferred.
  • Experience supporting education and health activities is preferred.
  • Prior management and supervision experience are preferred.
  • Demonstrated capacity in performance management and strategic design at the project level are preferred.
  • Experience in the design, conduct and analysis of research studies (quantitative and qualitative) is preferred.
  • Ability to work with colleagues in diverse cultures is preferred.
  • Ability to work effectively and harmoniously as part of a team with other staff is required.
  • Strong interpersonal, communication, and diplomatic skills for building and maintaining good relationships with government counterparts and other stakeholders is preferred.
  • Computer literacy with demonstrated use of word processing, spreadsheet and presentation software (e.g., Microsoft Word, Excel, Power Point) is required.
  • Experience with database development and management in Access (or something similar) is preferred.
  • Experience using mapping (e.g., Arc-GIS etc.), and statistical analysis software (SPSS, Epi STATA, SAS, or similar) preferred.
  • Excellent oral and written communication skills in English required.
