Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Concepts and Planning is responsible for strategic planning, the development and promotion of safeguards concepts and policy, the coordination of research and development activities, the implementation of the quality management system of the Department, and the provision and development of training.

The Strategic Planning and External Coordination Section is responsible for Departmental strategic planning; coordination of research and development, including Member State Support Programmes, in line with the Department's Long-term Strategic Plan; external relations and coordination of Departmental participation at outside events; provision of support to advisory and policy-making bodies; and the provision of advice on implementation of safeguards agreements, protocols and policies.

Main purpose

Reporting to the Section Head, the Team Leader is responsible for coordinating the Development and Implementation Support (D&IS) Programme for Nuclear Verification which involves: (1) ensuring, in coordination with the Strategic Planning Team, that the Programme optimizes the use of Member State Support Programmes (MSSP) resources for maximum overall benefit for the Department and is fully aligned with the Department's Long Term R&D Plan; and (2) managing effectively and efficiently the interface between MSSPs and the Department of Safeguards.

Role

The Team Leader is: (1) a manager with a team of six staff, tasked with ensuring that the D&IS Programme optimizes the use of MSSP and Departmental resources to meet short-term implementation support and development needs as well as longer-term R&D milestones in the Long-Term R&D Plan 2012-2023; and (2) an adviser to MSSPs and to the IAEA on technical and budgetary issues associated with the D&IS Programme.

Partnerships

The Team Leader is the primary point of contact for MSSPs and for the Department's staff for assistance, advice and guidance regarding the content and organization of the D&IS programme and related review meetings. A broad range of contacts is required particularly with representatives of MSSPs, staff of the Department of Safeguards at all levels, the Division of Budget and Finance, the Division of Human Resources, and the Office of Legal Affairs.

Functions / Key Results Expected

  • Manage the work of the Support Programme Coordination Team, demonstrating transparent and effective management of resources to Member States.
  • Coordinate and provide guidance to the Department on the content and direction of the D&IS programme and provide information on the capabilities of MSSPs.
  • Produce for each biennium a Programme plan and a report on Programme achievements.
  • Review new tasks proposed by the Department for MSSPs, with regard to their rationale, their priority for competing resources and the availability of the relevant MSSP capabilities.
  • Monitor task progress against clear performance targets and assist in the resolution of problems.
  • Plan and arrange MSSP review meetings.
  • Report on the use of completed projects.
  • Act as the primary adviser for the IAEA on MSSP issues.

Knowledge, Skills and Abilities

  • Programme and project management skills:
    • Ability to develop and monitor the implementation of a number of complex technical programmes and projects in a timely manner;
    • Knowledge of programme and project management techniques in an international setting;
    • Knowledge of a management framework, including the development of relevant performance indicators.
    • Knowledge of the results based management concept an asset.
  • Professional expertise:
    • Knowledge of technical fields of relevance to the nuclear verification programme;
    • Knowledge of procurement and budgeting/financial concepts and principles.
  • Management skills:
    • Demonstrated ability to lead a team, providing clear direction, motivating staff, managing their performance appropriately and fairly, and dealing with possible conflicts.

    • Ability to focus on results in programme/project planning, monitoring and implementation, to integrate new approaches and innovations, and to ensure the effective and efficient use of regular and extrabudgetary funds.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in a physical science/nuclear engineering/engineering related field, management or international relations;
  • Minimum of seven years of experience in technical programme and project management, preferably in the nuclear field.
  • Proven experience in the management of staff with proven ability to build team spirit and to recognize the contribution of others.
  • Experience in resource mobilization at national or international level in the non profit sector.
  • Knowledge of and experience in strategic planning and donor proposal preparation, policy implementation and programme coordination.
  • Experience in the analysis of legal and administrative issues.
  • Fluency in English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) or German is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 435*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
