World Vision is seeking a Monitoring & Evaluation Specialist (M&ES) for an upcoming USAID Malawi HIV/AIDS and OVC opportunity. The M&ES will be responsible for all monitoring, evaluation and reporting activities under the award. The M&ES will lead the development of and manage the Performance Monitoring Plan (PMP). The M&ES will also develop and maintain systems to collect and analyse information on inputs, outputs, outcomes and impact of the program. She/he will work with the Team to build capacity on the use of data and indicators; analyze monthly data, and support training in quality assurance methods.

RESPONSIBILITIES INCLUDE:
- Develop the overall framework for grant M&E in accordance to the design document and donor requirements.
- Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity.
- Identify the core information needs of grant management, partners, and funding agencies.
- Identify the requirement for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required.
- Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.
- Prepare consolidation progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations.
- Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications of future action. If necessary create such discussion forums to fill any gaps.
- Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
- Foster participatory planning and monitoring by engaging primary stakeholder groups in the M&E of activities.
- Facilitate, act as resource person, and join, if required any external supervision and evaluation missions.
- Monitor the follow up on evaluation recommendations.
- Identify the need and draw up the ToRs for specific studies; Recruit, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts.
- Organise (and provide) refresher training in M&E for grants staff, implementing partners, local organizations and primary stakeholders with view of strengthening local M&E capacity.
REQUIRED SKILLS INCLUDE:
Required:
- A secondary degree in social sciences, evaluation, or other related field is required.
- Minimum of five (5) years’ experience and demonstrated practical skills in monitoring and evaluation of HIV and AIDS care and support sector programs.
- Knowledge and significant experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs.
- At least 3 years of field based work experience in the design and implementation of M&E systems in sub-Saharan Africa. Malawi preferred.
- Report writing, research, monitoring and evaluation.
- Familiarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management.
- Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders.
- Strong leadership and management skills.
- Strong mediation and conflict resolution skills.
- English language skills.
Preferred:
- Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage.
- Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods including research/study design and implementation, design and data analysis
rapid appraisals etc. - Demonstrated hands-on practical experience setting up and managing MER systems for health programs in developing countries.
- Excellent report writing, analytical and communication skills including oral presentation skills, knowledge management and dissemination of research findings (in English).
- Demonstrated knowledge of management information systems.
- Ability to communicate in local Malawi languages is helpful.
