ROLE PURPOSE:
The emergency response in Ukraine is scaling up, with a current funding portfolio of over $5m USD, and a healthy funding pipeline. Having reached over 33,000 people to date, the programme is expanding in both scale and scope to reach the most vulnerable children and their families.
The Shelter managers role is to Manage, design, coordinate and monitor Save the Children's Shelter and NFI programme in all areas of, Ukraine. The role is specifically oriented towards the field management of emergency distributions of household items and shelter provision,to include cash and voucher programming. . The role includes providing design, guidance and assistance to other technical sectors for any infrastructure (e.g schools, clinics) required to assist in SC overall response and programme delivery. The role requires close programme delivery in the field as well as overall sector coordination and technical input through the Shelter/NFI working group in Kiev and field locations.

KEY AREAS OF ACCOUNTABILITY:
Programme Management
- Develop strategy, scope and range of the shelter and NFI programme for Save the Children in Ukraine including geographical and technical areas of work in consultation with the other active sectors of Save the Children
- Develop shelter and NFI support package to households including cash/voucher or relief items, kits and tools based on beneficiary/partner consultations and with guidance from programme logistics support
- Develop required project and donor proposals in close consultation with other technical areas as appropriate, logistics, finance and grants units.Actively participate in grant kick-off meetings for approved awards and facilitate grant reporting as required.
- Develop programme plan including distribution and procurement schedules in line with programme logistics/supply chain capacity, available transport resources and supply options
- Closely manage the shelter and NFI budget, ensuring that all expenditures are carried out in line with SC and donors policies and procedures. Closely monitor monthly BVA reports and adjust as necessary.
- Ensure accurate, timely reporting and coordination with other active Save the Children sectors, donors, Shelter/NFI Working Group and partners on progress, planned activities and impact.
- Ensure consultation with intended beneficiaries, local partners and authorities to identify appropriate intervention considering needs of different groups (ethnicity, gender, age, disability), targeting criteria, local context, availability of supplies and programme resources, and capacity of beneficiaries
- Ensure programmes accountability through implementation of Save the Children policies and procedures and reporting in line with SC and donor requirements including programme quality monitoring and evaluation
- Ensure regular review and impact monitoring to ensure that response is appropriate and effective, in line with Save the Children accountability commitments to beneficiaries
- Develop medium term or transitional shelter programmes or interventions, including material or cash distributions as appropriate
- Ensure health and safety of the broader Shelter team, through respect of any programme security policies developed or in place
Capacity Building
- Define the human resource needs for the Shelter/NFI team in Ukraine, and recruit staff as appropriate
- Identify learning and training opportunities for project staff, including on the job training

QUALIFICATIONS AND EXPERIENCE
Essential
- 5 years humanitarian aid experience with at least 2 years' experience in management of shelter programming
- Demonstrated competence to develop shelter strategy through the emergency response, transitional and reconstruction phases
- Experience with cash and voucher programming
- Ability to prepare concept papers and project proposals in accordance with the standards required by SC and donors
- Prepared to work in tense situations under high pressure and in potentially insecure environments
- Able to problem solve and take initiative with highly developed security awareness
Desirable
- Previous experience working for Save the Children in emergency response
- Knowledge of transitional shelter and settlements options including host family support and collective centres
