Chemonics seeks a deputy director for health systems strengthening for the Procurement and Supply Management (PSM) project in Mozambique. The PSM project will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve partner countries’ management of the supply chain, and collaborate with key international stakeholders to support global health initiatives. The deputy director for health systems strengthening will lead the project’s Logistics Management Information System (LMIS) and Monitoring and Evaluation (M&E) team in the collection and analysis of data for decision making. Responsibilities include:
- Supervise the Logistics Management Information Systems (LMIS) Team and the Monitoring & Evaluation (M&E) Team in the collection, aggregation and analysis of data for decision‐making.
- Optimize performance through implementation of a performance management system.
- Supervise the implementation of the logistics management information system (LMIS) tool for medicines and medical equipment.
- Supervise the implementation of MIS systems and tools to integrate data from SIMAM and the warehouse management system to improve decision‐making.
- Coordinate with other teams to ensure the availability of data for decision‐making.
- Lead the project’s efforts to assist CMAM in implementation of its strategy.
- Lead the project’s efforts to maximize the transfer of skills from the projects to CMAM in order to build capacity and sustainability.
Qualifications:
- Advanced degree in health or management-related discipline preferred.
- Minimum 12 years of experience in public health program management, health systems strengthening, and/or supply chain management systems.
- Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context.
- Skilled in leading and managing high-performing teams.
- Demonstrated skills in capacity building and knowledge transfer.
- Demonstrated ability to work with cooperating partners in implementing complex programs.
- Excellent interpersonal, written and oral communications skills; proven diplomatic and public relations skills.
- Proficiency in English and Portuguese required
