GIZ International Services has submitted a Letter of Interest to the EU for the provision of Technical Assistance to the Improving Secondary Education in Malawi (ISEM) Programme.
The purpose of this contract is to provide the beneficiary country, Malawi, and in particular the Ministry of Education, Science and Technology (MoEST), the Education Divisions, Districts and Secondary Schools, technical assistance to deliver on its desired objectives of; promoting equitable access to secondary education, improving the quality and relevance of secondary education, and strengthening of governance and management capacity of secondary education institutions.
The contract is expected to provide services in the areas of teacher training and technical skills, capacity building for education managers at various administrative levels, and also the management of the programme estimates to facilitate the implementation of the ISEM programme activities.
Your tasks
As the team leader (m/f) of the project you will be responsible for the overall implementation of the contract and the successful implementation of all project activities in close coordination with the main beneficiary institutions. Your tasks include planning, managing and allocating the inputs of the long-term and short-term experts. Specifically, a long-term key expert in the field of capacity development and teacher training will be required for the duration of approximately 850 working days. The contract is also expected to mobilize a pool of short term experts, to be engaged on MoEST demand, for at least 300 working days, and also a finance officer to act as Imprest Accounting Officer (IAO) for the duration of 850 working days.

Your profile

Qualifications and skills
  • Postgraduate degree in a discipline directly related to the purpose of the contract
  • Excellent command of English as a working language
  • Strong interpersonal skills and team-work attitude, preferably in a multicultural environment
  • Full computer literacy
General professional experience
  • Minimum 15 years of general professional experience
  • Minimum of 8 years of professional international experience in the education sector
Specific professional experience
  • Minimum of 5 years of experience in the field of capacity building in education. Experience of capacity building for education managers at various administrative levels will be an asset.
  • Minimum of 5 years of experience in teacher training and technical skills.
  • At least 2 project experiences as a team leader in donor funded projects. The referenced projects should have duration of at least 6 months.
  • Proven experience of implementation of EU funded projects. Experience with the management of programme estimates will be an asset.
  • Proven experience in managing multi-stakeholder processes and ensuring successful project implementation, preferably in Sub-Saharan Africa

Assignment period

The provisional commencement date of the contract is March 2016. The period of implementation of the contract is 42 months.
