Chemonics seeks a senior quantification advisor for the Procurement and Supply Management (PSM) project in Mozambique. The PSM project will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve partner countries’ management of the supply chain, and collaborate with key international stakeholders to support global health initiatives. The senior quantification advisor will supervise and lead the Quantification Team’s efforts in forecasting and supply planning. Responsibilities include:
- Supervise and Lead work of the Quantification Team.
- Support project efforts in Logistics System Design and implementation for commodities related database of logistic management, necessary for quantification and demand planning.
- Conduct annual quantifications, including forecasts of key commodities consumption, cost estimates, and order requirements.
- Support CMAM developing the financial needs and allocation plan for State budget and Pro‐Sáude funding for commodities.
- Support CMAM and the National HIV/AIDS and Malaria program in the PSM area for the Global Fund, for the demand planning, quantification and gap analysis area.
- Support the USG (USAID and CDC) with the Country Operational Plan and the Malaria Operational Plan for HIV/AIDS and malaria commodities and follow up with the implementation.
- Lead efforts to build the capacity of project, MOH and other partner staff in demand planning, quantification and logistics.
Qualifications:
- Bachelors degree in a relevant field; advanced degree preferred.
- Minimum 8 years of experience in forecasting and supply planning and/or supply chain management systems.
- Skilled in the design and use of MIS systems for forecasting and supply planning.
- Skilled in leading and managing high-performing teams.
- Demonstrated ability to work with cooperating partners in implementing complex programs.
- Excellent interpersonal, written and oral communications skills.
- Proficiency in Portuguese required.
