Financial Inclusion Specialist for Mozambique

Fundación Capital is currently seeking a Financial Inclusion Specialist who will be responsible for developing financial inclusion strategies in Mozambique. This position requires a professional in economic/development studies, with proven experience in the financial inclusion sector. S/he is expected to reside in Mozambique and be available to travel within the country. We will provide a competitive consultancy fee under a one-year service provision contract that is open to a longer-term advisor relationship as Country Representative for Fundación Capital. What are the tasks and responsibilities?
FK has recently started a project, supported by the International Fund for Agricultural Development (IFAD), aimed at strengthening the financial inclusion and livelihood enhancement initiatives within IFAD country operations. One of the countries covered within this grant is Mozambique, where the Government views both rural finance and financial literacy as key to increasing financial inclusion in the country. The Bank of Mozambique (BoM) is currently sponsoring different financial literacy campaigns, mainly using mass-market channels. In addition, BoM is currently defining the Financial Inclusion Strategy for the country. This offers FK the opportunity to actively participate in defining the Financial Inclusion Strategy and to reinforce current financial literacy campaigns. The professional contracted will be responsible for identifying ways that FK could add value to the Financial Inclusion Strategy, and to lead the design of financial literacy programs and activities that will reinforce the impact of current mass-market campaigns. This includes the following responsibilities:
  • Identify opportunities for FK
  • Build and maintain partnerships with donors and allies involved in this area
  • Identify potential sources of funding, draft suitable proposals in consultation with colleagues
Additionally, IFAD has an ongoing artisanal fisheries project (proPESCA) that operates in collaboration with the Ministry of Fisheries and supports fishing communities along the coastal provinces. The professional will be in charge of establishing a financial inclusion programme that will build upon already established savings groups among the coastal fishing communities, linking them to formal service providers able to work in these rural areas, such as microfinance institutions and mobile payment operators. Tasks will include the following:
  • Conduct desk research and fieldwork to understand the livelihoods of the fisherfolk, their financial habits and their relationship with the financial system.
  • Research the types of financial service providers available to the fisherfolk and establish relationships with them and other potential financial service providers willing to work in those areas.
  • Design and oversee the implementation of a project aimed at dramatically increasing financial inclusion among fishing groups and other individuals involved in the associated value chain.

Personal Requirements
The person we are looking for should be:
  • Highly committed to social and development issues.
  • Able to relate well with people from very different social contexts – from those living in poverty to high-level representatives of governments and international organizations.
  • An independent, dynamic, persistent and entrepreneurial innovator.
Technical Requirements
  • Languages: Fluent Portuguese with a working knowledge of English.
  • Skills & Knowledge:
  • Strong knowledge of financial inclusion
  • Management and project implementation skills
  • Outstanding written and verbal communication
  • Ability to identity possible funders and draft suitable proposals
  • Work Experience:
  • At least 3 years’ experience in the financial inclusion field.
  • Work experience in the development sector.
  • Fieldwork with vulnerable communities in Africa (preferably in Mozambique).
  • Education: Master’s degree in economics, finance, development studies, or a relevant discipline.
