Extension and Research Development Expert

Global objective
The global objective of the assignment is to draw policy-relevant, actionable and evidence-based lessons and recommendations from a mid-term evaluation of the current Performance Enhancement Programme to support an effective implementation as well as the attainment of the expected results by the end of the project
and to ensure that this informs the design of the forthcoming "Enhanced Capacity of the Ministry of Agriculture for Better Service Delivery to Farmers" project.
Specific objective(s)
The specific objectives are clustered into two sets respectively related to 1) the mid-term evaluation for the Performance Enhancement Programme and 2) the follow up project formulation.
1. The specific objectives of the mid-term evaluation are to:
-assess whether, and by how far, progress has been made by the project towards fulfilling the outcomes and objectives, as stipulated in the project log frame and in the description of actions;
-re-assess the strategic objectives and implementation mechanisms proposed during the design of the project, and the extent to which these have been effective in delivering results;
-provide recommendations for any required change/modification to project scope (including objectives, management arrangements, financing, etc.) in order to support effective implementation
and the attainment of the expected results by the end of the project.

Expert 3: Extension and Research Development Expert– Category 1
The Extension and Research Development Expert will be responsible for: 1) the evaluation and formulation of the projects' components relating to MAL and programme research and extension activities and 2) for drafting the sections of the reports covering these topics under the direction of the Team Leader.
Qualifications and skills
− At least a Master's Degree (university or equivalent institution or a recognised professional qualification) in Agricultural science or equivalent;
− Excellent analytical and reporting skills;
− Fluency in both written and spoken English;
− Initiative, tact and ability to maintain harmonious working relationships in a multicultural setting;
General professional experience
− 12 years of professional experience with the identification, assessment, formulation, monitoring and evaluation of donor-funded projects and programmes on rural / agricultural development, in particular in the areas of research and extension services;
− Knowledge of and experience with EDF rules and procedures is an asset;
− Specific and relevant experience of working in developing countries, preferably in Sub-Saharan Africa and in particular in Southern Africa Region;
Specific professional experience
− 12 years of professional experience with designing, implementing and/or evaluating donor-funded projects supporting the strengthening of extension and research services for rural development;
− Solid professional experience with project formulation and evaluation;
− Solid knowledge of extension- and research-related challenges in public sector agriculture institutions in Southern African countries, preferably Zambia.

LOCATION AND DURATION
Starting period
The assignment is expected to start on the 11th of August 2014.
Foreseen finishing period or duration.
The overall duration of the assignment will be 30 days and shall cover a desk study during the preparatory stage, consultation with relevant stakeholders, field visits, briefing and debriefing meetings with the EU Delegation and report drafting.
