Strengthening of the Office of the National Authorising Officer in Namibia
Global objective:
The overall objective of the intervention is to ensure the successful and timely implementation of the cooperation activities implemented by the Government of Namibia with funding from the European Development Fund.
Category and duration of equivalent experience: Senior Expert/Technical Advisor to the NAO – (Cat. I)
Education:
A Master’s degree in a discipline related to either: International Development, Economics, Project Management, Education, Agriculture, or an equivalent professional qualification is required.
A Ph.D. in one of the foregoing disciplines will be an advantage.
Experience:
12 years of experience of working in Project Management and/or ODA Programming and/or Planning and Administration is required.
4 years of experience as Team Leader / Manager of an EDF Programme is required, eight years or more of such experience will be an advantage.
Demonstrated in depth and up-to-date knowledge of EDF procurement, contracting and payments procedures and processes is required.
Experience of working with Budget Support Programmes will be an advantage.
4 years of experience of working in sub-Saharan Africa will be an advantage.
Experience working in / supporting the NAO Office in an ACP country will be an advantage.
Language skills:
Be able to communicate effectively (spoken and written) in English.
Indicative start date of the mission is 12th January 2015. The entry requirement is 220 working days.
