Purpose of the Position
As the Chief of Human Resources, the incumbent must ensure an effective and efficient workforce of an average 340 staff in Supply Division as well as global supply community in order to achieve Supply Division's goals and objectives. S/he will advise the Director, Deputy Directors, and all Centre Chiefs on human resource planning and management. Lastly, the incumbent will direct and manage a wide range of human resource services (recruitment, compensation and classification, personnel administration, recruitment career management, competency development, employee relations, training and staff development) performed in the Human Resources Centre.
Key Expected Results
- Provide strategic guidance and closely coordinate with Division's management team and DHR to ensure quality and timely recruitment process for vacant supply posts in SD and regional and country offices using the functional competency framework.
- Establishes Centre's annual work plan/priorities to co-ordinate activities to support achievement of SD's goals and objectives. Ensures work plans/priorities reflected in individual PERs. Monitor timely completion of PERs.
- Understands fully and ensures appropriate, consistent and equitable application of established organizational rules, policies and procedures. Monitors exceptions and deviations for analysis and management purpose.
- Establishes /sets appropriate systems, policies and procedures to suit local conditions while preserving frame-work and intent of globally establish rules, policies, procedures and systems.
- Guides Director and Centre Chiefs to plan workforce i.e. identifies need for new staffing, designs jobs and organizational structure, develops and updates posts competencies, recruitments and placement to ensures posts/staff skills and competencies aligned with SD operational needs and its effectiveness.
- In close co-ordination with other Chiefs of Centers, formulating strategic staff learning and development plans to ensure relevant human resources skills and competencies to SD current and future needs.
- Develops and directs career management for all categories of staff in SD. Ensures/undertakes career counselling and communicate ideas and opportunities to nurture career development.
- Maintains open, transparent and healthy working relationship with staff consultative associations and bodies to ensure a healthy working and professional work environment.
- Represents Director of Supply Division in interagency meetings and co-ordination relating to human resources issues with UN agencies or other partners.
- Responsible for liaison with Danish Ministry of Foreign Affairs regarding the Host Agreement.
Qualifications of Successful Candidate
- An advanced university degree (Masters) in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related area(s) is required.
- Minimum ten (10) years of progressively responsible relevant work experience, at national and international levels, in human resources planning and management is required.
- Previous hands on experience in a supervisory/managerial capacity is required.
- Background/familiarity with security and human resources in an emergency is an asset.
- Fluency in English is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
