Overview:
The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III, has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.
In 2006, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen Malawi’s lab system, and scale up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines, and Health Financing.
Position Overview:
CHAI is supporting the Government of Malawi to accelerate the scale up of pediatric antiretroviral therapy with funding from ELMA foundation. Currently adult coverage of antiretroviral therapy is over 80%, but for children the coverage is less than 40%. The 3-year project seeks to operationalize within the Ministry of Health effective strategies for identifying HIV-exposed and HIV-positive children, initiating them on treatment, and retaining them in care. Additionally, the program will improve case finding and identification of children exposed to and infected with active TB. The project combines technical and analytical support with hands-on implementation by CHAI. Strategies include development of tools and job aids to operationalize existing guidelines, review meetings at a district level, coordination of partner resources towards government ownership, and others. By the end of the project, the MOH will have a renewed focus on pediatric ARV coverage with an active Technical Working Group focused on pediatric HIV, fully operational provider-initiated testing and counseling model for children, adherence counseling provided at every facility offering ART, a widely scaled Mother-Infant Pair clinic model for mothers living with HIV, a strengthened system of service delivery for pediatric TB, and better electronic delivery systems for laboratory results. CHAI will coordinate all activities planned for the project, working closely with the MOH and other stakeholders.
CHAI is seeking an experienced, talented, highly motivated, and flexible individual to lead CHAI’s Pediatric HIV program as it seeks to reach ambitious targets. Effective project management will be essential to attainment of the project goals. The Program Manager, Pediatric HIV, will be the lead on implementing the project activities and workplan and will lead an expanding team as the project takes off. The PM will report directly to the Senior Program Manager for MNCH.

Responsibilities:
- Manage an ambitious workplan, which includes both short and long-term activities, and which requires effective coordination among Ministry of Health, nongovernmental partners, and across CHAI teams.
- Lead a team of three against the objectives in the workplan, ensuring effective cooperation and maximizing team members’ contributions to the goals.
- Engage with 6 district leadership teams to effectively implement and hand over district-focused activities.
- Manage relationships with MOH HIV unit and National TB Program, ensuring they remain actively aware of and engaged with the project activities, including helping to resolve project bottlenecks as they occur.
- Coordinate a Pediatric HIV taskforce within CHAI that brings together the projects focused around diagnostics, drug availability, EID, PRIME study, and the ELMA pediatrics team.
- Actively participate and drive innovation during Ministry of Health HIV technical working groups (TWG) and sub working groups meetings within the Ministry.
- Review technical deliverables and ensure quality and impact from analyses.
- Support MOH supervision and mentoring and utilize data from these exercises to determine the effectiveness of roll out and any remaining bottlenecks to optimal implementation.
- Support MOH to drive uptake and improve quality of services; ensuring mechanisms are in place for sustainable service delivery.
- Maintain and update as needed project management tools including budgets, workplans, and progress trackers. Provide monthly financial variance explanations and project progress reports as required. Ensure awareness of the project within CHAI Malawi.
- Participate in the proposal development process for follow on funds for the pediatric HIV programme, including stakeholder coordination, drafting of proposal components, and ensuring appropriate approvals obtained.
- Contribute to the development and design of CHAI’s pediatric HIV and PMTCT strategy in Malawi and globally, and support the mobilization and management of financial resources to implement that strategy.
- Maintain communication with PMTCT/Peds global team and contribute to global project reporting as necessary.
- Perform any other duties as assigned by the Senior Program Manager.
Qualifications:
- University degree, (preferably a Master’s Degree) ideally in health, international development or business administration, clinical background a plus;
- 5+ years of professional experience in the private or public sector, ideally within the health sector. Professional experience in Malawi is preferred;
- Project management experience, including experience leading diverse teams, managing budgets and financial reporting, engaging in procurement processes, and effective workplanning;
- Proven ability to operate independently, multitasking, setting and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking about major challenges facing Malawi;
- Proven ability to “hit the ground running” with minimal supervision, learning new administrative and project management systems quickly;
- Exceptional communication skills, including excellent spoken and written English, and strength in building relationships in an African setting;
- Knowledge of additional languages of Malawi is an advantage;
- Good proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word;
- Good analytical (qualitative and quantitative) skills and proposal development experience a plus;
- Knowledge and/or experience of the health sector in Malawi in general would be a distinct advantage.
