Background
Oxfam is one of the world's leading humanitarian and development agencies assisting people affected by natural disasters, poverty and conflict throughout the world. With many thousand staff and dedicated volunteers in more than 80 countries, Oxfam is able to achieve the greatest impact to end poverty and suffering through combining emergency response work, long-term programmes for poverty alleviation and campaigning for lasting change. DRC is one of Africa's largest, most diverse and poorest countries, with very unstable security context. With more than 15 years armed conflict, DRC is one of the largest humanitarian contexts in which providing relief aid is challenging but exciting. Lack of infrastructure, dismembered security services, strong presence of armed groups, high level of violence despite the presence of the world largest UN mission, etc make DRC a go zone for a passionate Humanitarian programme Coordinator. Oxfam's DRC programme is one of our biggest, providing both emergency aid and long-term development to some 800,000 people, with over 350 staff and a budget of over £15,000,000 of which over £7,000,000 is intended for the emergency response.
The role
Reporting to the Oxfam Country Director, you will lead in the implementation of Oxfam DRC humanitarian strategy and manage humanitarian programme. For this purpose, you will have a team of over 80 mobile staff responding to you, whom you will ensure that they intervene effectively in the management of humanitarian crises currently in Rubaya and Masisi in North Kivu, and Pweto and Kilwa in Katanga and everywhere in the DRC where the crisis worsens. If necessary, you will provide support to existing development programs in need of intervention and expertise in chronic crises with your mobile team, you will help to assess humanitarian needs and assure a first response and give necessary guidance to meet Oxfam humanitarian principles. With a budget of over $ 5,000,000 USD per year, you will manage the humanitarian response and will work with Oxfam affiliates in the design of programmes, development of appropriate Oxfam contingency plans, and related preparedness and mitigation strategies including capacity building initiatives.
You have a mature approach, are able to work in an autonomous way by staying accountable at the same time you are a "team player". You are able to represent and you are fluent in French and English. You know to maintain excellent collaborative relationship with partners and coordination.
ERT DRC is a humanitarian quality recognized by the organization as well as donors and humanitarian coordination in the DRC.
The Person
To achieve this you will need to be dynamic and genuinely interested in humanitarian and development programme. You will have a wide range of skills and experience, including experience of managing large teams remotely, managing budgets, including large budgets with several donors and experience in the design, writing and project management. You also possess proven experience in the management of major humanitarian programs on a large scale in several areas of intervention and the implementation of a program strategy. You will have experience in representing a non-governmental organisation to partners, government agencies and donors at local, regional and global level. You will have strong proven experience in training trainers, and proven capacity to write guidelines in French and reports in professional English. Fluency in English and French is essential. You must be a strategic thinker, consultative but firm and convincing, analytical, and accustomed to developing your own work. You will have an active commitment to promoting gender equality and the interests of marginalised groups and an ability to suggest practical solutions to complex issues and to engage with global learning from a country perspective. Previous working experience in DRC or similar would be an advantage. You will need strong interpersonal skills and the capacity to work effectively in a multi-cultural team. You will be aware of humanitarian policies in dealing with armed groups.
