Role Summary:
The role of Business Partner Manager (BPM) is a client facing function for Global Fund Information Technology, acting as the Businesses' strategic advisor and partner in the development and alignment of the IT strategy, architecture and IT product lifecycle with the Business needs and goals.
S/he is accountable for establishing the organization's vision and direction in information technology related to processing and dispersement of Grants, and the management of the grant throughout its full lifecycle. Grant applications are currently in a number of legacy applications; however the key deliverable for this role is the migration of these components onto the strategic SalesForce.com applications and Force.com application platform.
Integration of the platform with Finance applications, including but not limited to the Oracle Financials applications (GL, AP, AM, PA), Purchasing and Expense Applications, and Budgeting and reporting applications (currently based on Hyperion) is also a key deliverable of the role.
The person in this role will bring expertise in vendor management, enterprise architecture, security and knowledge of trends in the technology marketplace.
Responsibilities:
As the IT Business Partner Manager - Operations, s/he will:
  • Own the IT budget and portfolio, guiding the Finance Business through their investment decisions to ensure priority, alignment and efficiency;
  • Be the single point of contact for Business owners for all IT services;
  • Be the point of escalation for business owners for production incidents;
  • Is accountable for all IT delivery to the Business (project work, production support etc.);
  • Ensure transparency of IT change related spend;
  • Ensure transparency of IT maintenance spend;
  • Ensures delivery of services as defined by Service Level Agreements (SLA's) from the various vendors of software and services consumed by the Finance function.
As a member of the IT Management Team, s/he will:
  • Translate the IT strategic vision and objectives into an implementation plan in terms of application architecture, infrastructure and operations;
  • Establish with other IT managers the governance processes and be jointly responsible to achieve IT objectives;
  • Work with external fund partners including donors, recipients and suppliers to ensure that opportunities for further efficiency, effectiveness or transparency are realised.
As a People Manager, s/he will:
  • Ensure best practices and industry leading technologies are used by staff;
  • Manage workforce planning, recruitment, learning and development, performance management and career development of team under responsibility;
  • Set individual and team objectives in line with the overall IT team objectives and provide coaching and mentoring to direct reports to ensure achievement of these objectives.

Qualifications:
Desirable :
  • Advanced University Degree in information systems management, computer, engineering or a related field;
  • Accreditation in a recognized project management methodology such as PMI;
  • Accreditation in a recognized process management methodology such as six-sigma;
  • Accreditation by one of the global accountancy bodies (CPA, CIMA etc);
  • Sales Force and Oracle ERP applications training (PeopleSoft / Oracle Financial, Hyperion).
Experience:
Essential :
  • 10 or more years of experience in the technology and infrastructure area including several years designing and delivering end-to-end ERP applications and services (Oracle or SAP);
  • Extensive experience with successful vendor management, including experience in developing Service Level Agreements;
  • Extensive experience in IT project management/leadership from initiation to post go-live stabilization;
  • Several years' experience in leading and motivating teams in an international, multi-cultural and multi-disciplinary environment;
  • Solid experience working in dynamic and fast-changing environment with senior stakeholders, diverse cultures and multiple agendas.
Desirable :
  • Experience with international financial services organizations;
  • Experience with international/non-profit organizations;
  • Extensive experience in a large project based environment (consulting etc);
  • Exposure to business theory, business process development, governance processes, management, budgeting, and administrative operations.
Competencies:
Languages:
An excellent knowledge of English is essential. A good working knowledge of French or other languages would be an asset.
Technical Competencies:
Strong knowledge of the Global Fund technologies which include:
  • ERP including Finance, HR and Procurement modules (Oracle EBS),
  • Salesforce.com application platform and packaged applications
  • Business Intelligence (Oracle),
  • Document management (Sharepoint),
  • Dedicated applications (.NET, MS SQLServer, C#, Java, Infopath, MS Dynamics CRM, Informatica), End-user & infrastructure (MS-Exchange, Blackberry, Alcatel PABX, VoIP, EMC SAN, Commvault, Enterprise Vault, CISCO)
Strong knowledge of market trends and technology roadmaps for Global Fund technologies
Ability to negotiate and consult at a senior level, including with senior business leaders and technical or services vendors
