Program Associate, Nutrition

The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III, has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.
In 2006, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen Malawi’s lab system, and scale up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines, and Health Financing.

Position Overview:
CHAI is supporting the Government of Malawi to accelerate the scale up of Community Management of Acute Malnutrition (CMAM) and Nutrition Care, support and Treatment(NCST) to all 28 districts.  The project is aligned with the MOH nutrition workplan and includes ambitious, rapid targets on training health workers and community volunteers; procurement of essential equipment, supplies, and monitoring materials; upgrading of Nutrition Rehabilitation Units (NRUs); conducting routine supervision and mentoring and other activities.  The project will have a focus on integration of the nutrition activities with complementary interventions in HIV and use of energy-saver technologies. 

The project will also support phased implementation of the Nutrition Care, Support and Treatment (NCST) programme, which provides lifesaving nutritional supplements to adults with chronic illnesses who are malnourished.  The government is currently finalizing NCST guidelines and hoping to scale this program to all facilities providing HIV services.

CHAI will coordinate all activities planned for the project, working closely with the MOH and three sub-implementing partners.

CHAI is seeking an experienced, talented, highly motivated, creative, and flexible individual to contribute quantitative analysis and activity support to CHAI’s nutrition program as it seeks to reach ambitious targets.  The associate will be responsible for production of high quality deliverables and analyses tailored to the audience and designed for impact. The Associate will report directly to the Program Manager, Nutrition.
Responsibilities:
  • Take a lead role in supporting the MOH to plan and implement the scale up of updated CMAM training to target districts, including;
    • Collect data and analyzing gaps in training in order to target funding towards greatest impact,
    • Plan with the districts for the training cascade,
    • Ensure adequate training materials,
    • Organize financial and other logistics for the training, in partnership with the district health office,
    • Assess effectiveness of training and attainment of intended targets.
  • Work with the Ministry of Health and partners in order to forecast required commodities for the CMAM and NCST programs and to identify the gaps in order to ensure rational procurement and steady supply of these lifesaving commodities.
  • Work with Ministry of Health and partners to develop a national scale up plan for NCST and conduct a thorough costing to clarify resource needs and gaps. 
  • Conduct assessment of NRU service points and referrals to identify under/over utilization and propose recommendations to strengthen the network of facilities providing NRU services, including potential new sites as identified by MOH and district leadership. 
  • Work with available data to determine procurement needs and to target distribution of equipment, printed materials, vehicles, and supplies to districts and facilities most in need.
  • Analyze partner data related to implementation of NCST and CMAM and compile analysis into lessons for action by MOH.
  • Support agenda setting and planning for a national learning meeting on NCST implementation in order to support evidence-based development of the scale-up plan. 
  • Conduct other analyses related to ensuring best practice implementation of NCST.
  • Lead the procurement process ensuring adherence to protocol and delivery of items within the project timeline. 
  • 10. Actively participate and drive innovation during Ministry of Health technical working groups (TWG) and sub working groups meetings related to nutrition.
  • Maintain and update as needed project management tools including budgets, workplans, and progress trackers.  Provide monthly financial variance explanations and project progress reports as needed. 
  • Participate in the proposal development process for follow on funds for the nutrition programme, including stakeholder coordination, drafting of proposal components, and ensuring appropriate approvals obtained. 
  • Contribute to the development and design of CHAI’s nutrition strategy in Malawi and globally, and supporting the mobilization and management of financial resources to implement that strategy.
  • Perform any other duties as assigned by the Program Manager, Nutrition.
Qualifications:
  • University degree, preferably with a quantitative focus;
  • 2+ years of professional experience in the private or public sector, with a focus on quantitative analysis and production of professional outputs;
  • Proven ability to operate independently, multitasking, setting and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking about major challenges facing Malawi;
  • Exceptional communication skills, including excellent spoken and written English, and high quality of presentations, and strength in building relationships in an African setting;
  • Knowledge of additional languages of Malawi is an advantage;
  • Excellent proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word; 
  • Experience with supply chain management and forecasting would be a plus;
  • Experience working with the Malawi Ministry of Health or in nutrition would be a plus;
  • Knowledge and/or experience of the health sector in Malawi in general would be a distinct advantage.
