3 National Decentralized Finance Experts (up to 72 man months)
- strong advisory skills
- 5 years of working experience in Mozambique
- experience in local development and decentralized finance and procurement, working experiences with government institutions
- excellent in Portuguese.
- Advice the Provincial Government to increase the efficiency and effectiveness use of public resources in districts and municipalities.
- Together with the Provincial Dept. of Planning and Finance and Public Work and Housing assist District and Municipalities in implementing adequately procurement processes, incl. the preparation of tender documents, planning of cost and monitoring of contracts,
- Assist Local Government (Districts and municipalities) in the preparation of annual procurement plan,
- Support Districts and Municipalities to present procurement plans to citizens (NGOs and participations Comities)
- Support the Provincial Governments in the planning and coordination of the Integrated Annual Training Plan with the different service providers (IFAPA and CEGOV)
