Monitoring & Evaluation, Program Officer

The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III, has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.
In 2006, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen Malawi’s lab system, and scale up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines, and Health Financing.

Position Overview:
Malawi is experiencing a critical shortage of nurse/midwives in rural, hard-to-reach areas, with many facilities having less than two full-time nurse/midwives staffed per facility. Nurse/midwives are the primary providers of emergency obstetric care and family planning services, so their lack of availability has a significant impact on the lives of patients, especially mothers and newborns.
The Human Resources for Health (HRH) Program Officer will play a critical role in the launch of a new program that seeks to scale-up production of critical health workers, increase deployment of health workers to high-need areas and improve retention of health workers in these areas. The project seeks to train and deploy over 1,500 new health workers in the next five years, making a significant impact on the availability of health workers, particularly nurse/midwives, in providing maternal and child health services in Malawi.
The HRH Program Officer will provide implementation support to carry out this large-scale project that seeks to address a diverse range of bottlenecks causing Malawi’s shortage of health workers. The Officer will work directly with implementing partners, and particularly the Ministry of Health, to see that projects remain on track and that targets are being met. The Officer will liaise with training institutions and various counterparts within the Ministry of Health (MOH) to understand the progress of the program and consolidate programmatic and financial reports for the donor. The Officer will also play a key role in coordinating procurements and in-service trainings on family planning. The Officer will work closely with the MOH and the HRH team in conducting program reviews and evaluations.
The HRH Program Officer will be based in Lilongwe, Malawi with 50% travel in-country, and will report to the HRH Program Manager.

CHAI is seeking an experienced, talented, highly motivated, and flexible individual to support CHAI’s HRH program as it seeks to reach ambitious targets.  The Program Officer will be an integral part of the team, with a focus on assisting the MOH to monitor students in school.
Responsibilities:
  • Support the Program Manager and Finance team in following up with training colleges and other implementing partners to respond to training college inquiries and ensure accurate and timely submission of invoices and payments;
  • Liaise with Nurses and Midwives Council and Ministry of Health to ensure all students are properly registered, indexed and bonded;
  • Liaise with MoH to ensure that newly trained nurse tutors and clinical educators are deployed to the training colleges and teaching hospitals in appropriate numbers;
  • Support infrastructure and procurement team in tracking the status of procurements and coordinate deliveries to training colleges and implementing partners;
  • Liaise with MoH Reproductive Health Department to plan in-service trainings on family planning for Community Based Distribution Assistants (CBDAs), Health Surveillance Assistants (HSAs) and Community Midwife Assistants (CMAs);
  • Actively participate in logistics, data collection and analysis of the operational research projects to be conducted as part of the grant;
  • Visit implementing partner organizations, establishing permanent communications with all stakeholders, assisting in setting up their reports to the program, and building their capacity to engage in better monitoring and evaluation for their respective projects;
  • Develop monitoring tools and data collection protocols to ensure accurate collection and verification;
  • Oversee the monitoring and evaluation system and baselines for reporting progress, and maintain reporting procedures and guidelines in compliance with CHAI and donor standards;
  • Support the MOH and other partner stakeholders in its conduct of M&E activities on the ground, visiting training institutions and health facilities to ensure that students are recruited, graduated and retained in the health system;
  • Support the Program Manager to follow up with implementing partners to ensure timely and complete submission of programmatic reports;
  • Provide support in logistical preparation, program reports and materials for stakeholder meetings and donor reports;
  • Provide hands-on support for implementing any program evaluations;
  • Provide regular reports on progress to Program Manager;
  • Support the HRH team in maintaining current and detailed electronic and paper files;
  • Perform any other duties as assigned by the Program Manager, HRH.
Qualifications:
  • University degree, with a focus on public health, development or clinical skills;
  • 2+ years of professional experience in the private or public sector;
  • Project coordination experience, including experience working in diverse teams, managing budgets and financial reporting, engaging in procurement processes, and effective work planning;
  • Proven ability to operate independently, multitasking, setting and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking about major challenges facing Malawi;
  • Proven ability to “hit the ground running” with minimal supervision, learning new administrative and project management systems quickly;
  • Exceptional communication skills, including excellent spoken and written English, and strength in building and maintaining relationships in an African setting.
  • Knowledge of additional languages of Malawi is an advantage;
  • Good proficiency in relevant computer applications, particularly MS Excel, PowerPoint and Word. 
  • Experience in building and deploying M&E tools;
  • Experience in donor reporting an advantage;
  • Knowledge and/or experience of the health sector in Malawi in general would be a distinct advantage.
