Project Director

Overview:
The Project Director (PD) will provide vision, overall technical and programmatic leadership, and managerial oversight for a comprehensive USG-funded HIV prevention, care, treatment, and health systems project in Mozambique. The Project Director will ensure the timely and cost-effective implementation and reporting, as well as the strategic, programmatic, technical, and financial integrity of the project. The PD will develop, maintain, strengthen and expand a collaborative approach with the donor, the Ministry of Health, and other key in-country counterparts and stakeholders. The PD is responsible for achieving the planned results set out for the project, as well as project deliverables and reporting, and will serve as the primary point of contact with the donor, local Mozambican counterparts and partner institutions. The PD is responsible for overall program management and guidance to team members. This position is contingent upon future funding.

 
Responsibilities:
Leadership
  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained project goals, objectives, and targets
  • Ensure that program is technically sound, evidence-based, and responsive to the needs of Mozambique, its people, and donor
  • Ensure compliance with the program agreement results and the oversight of program activities to achieve the stated objectives
  • Develop and maintain strong working relationships and alliances with donor, the national Ministry of Health, as well as any other implementation partners, private sector partners, and other key stakeholders in Mozambique to maximize resources and avoid duplication of effort
  • Represent Jhpiego’s interests and present progress, achievements, and lessons learned to key stakeholders including USG and partners in public and professional circles through meetings, conferences, and presentations
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Ensure the quality and sustainability of interventions particularly in the areas of HIV prevention, care, and treatment, as well as in health systems strengthening
  • Facilitate the development of innovative project approaches and interventions
  • Advise Mozambican counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions

Management
  • Lead the annual work planning process in close collaboration with donor, the national Ministry of Health, and project team
  • Mentor, support, supervise, and manage a team of highly qualified technical, managerial and administrative staff, and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with key staff specialists, to subcontractors and subgrantees and coordinate activities with other agencies
  • Write and/or review technical components of materials and publications related to the project and its development
  • Ensure resources for program implementation are available.
  • Work with finance and project staff to develop and track project budgets.
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work closely with Jhpiego home office staff to ensure effective, timely, and coordinated project implementation
  • Ensure compliance with USG, PEPFAR, and Jhpiego operational policies and regulations
  • Provide updates on the progress made, direction, approaches, and successes of the program to donor, partners, and internally within Jhpiego
  • Ensure compliance with USG and PEPFAR reporting requirements
 
Required Qualifications:
  • Advanced degree (minimum Master’s) in public health, health administration, international health or a related field. Medical degree preferred (Physician or Advanced Practice Nurse)
  • A minimum of ten years of project management experience (of which at least half is in a senior management position) in large, multi-year international health sector development programs that have implemented successful activities in relevant areas, such as HIV prevention, care, and treatment, and health systems strengthening
  • Experience developing and monitoring successful, replicable, and sustainable programs in developing country environments
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USG missions, host-country counterparts, and representatives from other key stakeholders, such as NGOs, PVOs, the private sector, and other donors
  • Knowledge of USG and PEPFAR programs, regulations, compliance, and reporting (preferred management experience with USG programs)
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Management, training, or clinical background in HIV prevention, care, and treatment
  • Capacity for analyzing technical and programmatic issues that impede efforts to provide improved care to populations; developing solutions to these issues and assisting in the design of related operational research.
  • Expertise in translating research into practice—identifying best practices and adapting them to project realities
  • Previous experience working in developing country environment, with focus on capacity building and collaboration between governmental and non-governmental partners, with displayed understanding of local health system and gaps and opportunities, and solid relationships with government agencies
  • Proven track record directing, motivating, and managing a project team composed of technical experts, program management and administrative staff
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Proficiency in word processing, specifically Microsoft Office
  • Fluent in written and spoken English and Portuguese or Spanish
  • Excellent oral and written communications skills in English and Portuguese or Spanish
  • Ability to travel nationally and internationally (30% of time)
