Controller of Human Resource Management Wanted at Parliament of Malawi

Post: Controller of Human Resource Management
Grade: E/P4
Responsible to: Deputy Clerk of Parliament (Grade D/P2)
Salary: Within salary range applicable to Grade E in the Parliamentary Service
Purpose of the job
To coordinate and manage all human resource functions in the National Assembly. Develop and implement effective human resource policies and strategies
Duties
  1. Produces, maintains and implements a human resource plan to ensure the supply of capable staff at all levels;
  2. Advises management on all human resource issues,
  3. Manages the maintenance of personnel records;
  4. Manages the National Assembly’s establishment;
  5. Produces, maintains and implements a training and development plan for all staff within the National Assembly in collaboration with heads of Departments;
  6. Manages the recruitment and staff welfare functions including salary administration, job classification, conditions of employment, benefits development, performance management systems, labour relations, employee relations, as well as training and development;
  7. Coordinates processes of recruitment, promotion and discipline;
  8. Coordinates preparation of estimates on personal emoluments;
  9. Coordinates the development, interpretation and implementation of conditions of service,
  10. Manages the Assembly’s pension schemes and ensures their development, and
  11. Performs any other duties as assigned from time to time
Minimum Qualifications and Experience
  • The incumbent must have a Masters degree in Human Resource Management
  • With five (5) years’ post qualification experience in Human Resource Management.
