Post:  Controller of ICT
Grade:  E/P4
Responsible to: Deputy Clerk of Parliament
Salary: Within salary range applicable to Grade E in the Parliamentary Service
Job Purpose:
Provide an agreed range of efficient Information Communication Technology services to the National Assembly staff to enable it meet its strategic objectives.
Duties
  1. Provides ICT helpdesk and applications support services;
  2. Maintains and supervises the integrity and security of the computer and telecommunications environment and networks within the National Assembly;
  3. Ensures the development of IT security policy and standards and ensures compliance to same
  4. Advises management on the process of procurement and disposal of ICT equipment and maintains and monitors inventory of ICT assets (hardware and software) database,
  5. Directs and manages software installation, maintenance, upgrades and licensing’,
  6. Creates and maintains National Assembly website procedures for network and workstation quality control;
  7. Supervises and maintains database, network users, email accounts and functionality, anti-spam, hardware and anti-virus protection,
  8. Conducts position-specific staff orientations and trainings on data entry and use of coding within databases;
  9. Provides advice on the use and operation of computer systems and software required for Parliament business;
  10. Manages access control systems, video surveillance, and the investigation of IT security breaches
Minimum Qualifications and Experience
  • Masters Degree in Computer related field with five (5) years’ post qualification experience in IT at a senior level
