Chemonics seeks a short-term expired medicines specialist for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Malawi. GHSC-PSM is working to ensure uninterrupted supplies of health commodities in support of U.S. government public health initiatives around the world. The project provides direct procurement and supply chain management support to the President's Emergency Plan for AIDS Relief, the President's Malaria Initiative, and Population and Reproductive Health. The short-term expired medicines specialist will lead a team to support the Malawi Ministry of Health (MOH) by conducting a situational analysis of expired medicines and health products in the country's public health facilities.
Responsibilities include:
- Manage and oversee data collection of six team members who will gather data on expired medicines and health supplies in the public facilities across the country, including actual location, quantity and volume, and estimated cost of expired health commodities in the various rural, district, and central hospitals
- Analyze the data to develop a costed plan for safe disposal of the commodities that will inform MOH's plan to advocate for resources for destruction of the expired commodities in collaboration with the Pharmacy, Medicine, and Poisons Board, the MOH, and other stakeholders
- Draft proposed work plan, methodology, tools, and situational analysis report template
- Draft situational analysis report
- Present preliminary findings, with a PowerPoint presentation, at a stakeholders workshop
- Complete a final report on the situational analysis of expired medicines and health products in Malawi and include recommended next steps and tools for tracking, reducing, and managing expiries of medicines and health products
Qualifications:
- Master's degree in public health, supply chain management, pharmacy, or related field
- Minimum five years of relevant professional experience, including providing technical assistance on strengthening supply chain management in developing countries
- Experience conducting supply chain and/or baseline assessments required
- Experience designing and/or assessing stock management systems required
- Experience in health sector waste management required
- Experience in developing or strengthening systems for management of expired health commodities and reverse logistics strongly preferred
- Experience working in Malawi or Southern Africa preferred
- Demonstrated experience in producing high-quality written assessment reports
- Demonstrated data management and analytical skills
- Ability to clearly and concisely express ideas and concepts convincingly in written reports and oral presentations
- Demonstrated leadership, versatility, and integrity
- Experience with donor-funded programs or working with international organizations
