Organizational Setting

The Department of Technical Cooperation consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America) and the Division of Programme Support and Coordination. It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy.

The regional Divisions are responsible for planning, programming, implementing and monitoring the IAEA's technical cooperation programme. The Divisions respond to developmental priorities in Member States through effective programme management, increased cooperation with Member States, partnership building and improved coordination in each region.

Main purpose

Under the guidance of a Programme Management Officer and under the supervision of a Section Head, the Associate Programme Analyst contributes to the management and implementation of the assigned technical cooperation projects.

Role

The Associate Project Analyst: i) prepares, reviews, and maintains detailed work plans and schedules of project activities, develops and maintains tools for tracking project resource allocation and monitoring status of activities and contributes to the preparation of project reports, consisting of comprehensive summaries of activities performed during the course of the programme; ii) analyses, evaluates, extracts, consolidates data from documentation available in-house and obtained from Member States for the purpose of extra-budgetary reporting; and iii) presents extra-budgetary performance and results.

Partnerships

The Associate Project Analyst consults with and provides support services related to project management, including the financial and implementation aspects, to the members of the project team, ensures that project reports include appropriate and accurate detail, and ensures completion of activities according to the donor agreement. She/he also exchanges information with members of the project team and with counterparts in donor organizations and Member States to ensure compliance with regard to the required timely implementation of the programme, adequate quality of reporting reflecting with accuracy all activities performed throughout the project life cycle, and to prepare future extra-budgetary contributions.

Functions / Key Results Expected

  • Identify the existing and anticipated challenges related to the management of the contribution of the European Commission (EC) and propose recommendations on effective monitoring and reporting of these funds.
  • Develop and maintain a project management system for the EC contribution, linked to the Agency-wide Information System for Programme Support (AIPS), for planning, forecasting and monitoring the work plans, costs and outcomes of the project components under TCAF's responsibility. Identify potential gaps in funding and make recommendations regarding adjustments to work plans or re-allocation of funds.
  • Facilitate the project reporting to the EC including identifying the level of detail required. Prepare financial reports for the EC according to the Contribution Agreement. Participate in the development of final reports on the programme, gather required information regarding activities and each corresponding deliverable. Provide templates for the reports required by the managers and the donors.
  • Prepare periodic analyses of extra-budgetary contributions including forecasting possible contributions for mid-range planning on a two-year horizon based on existing contributions, implementation rates, donor patterns and sub-programme plans.
  • Map multiple donor awards to task/subtask funding requirements and ensure tasks/subtasks are adequately resourced according to plans. Ensure (inform and monitor) project managers and task managers are aware of donor requirements and that they are incorporated into implementation plans for tasks/subtasks. Make recommendations to managers regarding resolution of any potential issues related to donor requirements in a timely manner.
  • Participate in working groups/one to one meetings with other organizational groups in the IAEA on policy issues related to the Contribution Agreement and other requirements of the donor.
  • Participate in the development of proposals to donors for extra-budgetary funds and advise managers on relevant EC criteria, guidelines and procedures.

Knowledge, Skills and Abilities

  • Professional expertise in programme planning and implementation, budget management and financial monitoring.
  • Proven ability to independently draft clear and concise synthetic documents and prepare substantive reports based on the evaluation and analysis of technical material collected from experts, in-house sources, or received from Member States.
  • Project management skills: Proven ability to plan, implement and work within a technical project setting in close liaison with team leaders in an international environment.
  • Solid computer skills, including the use of IAEA standard office software products (Microsoft Office).
  • Accuracy to ensure correctness and completeness of financial data.
  • Analytical skills: Ability to analyse the needs of the programmes and translate them into workable solutions.
  • Communication skills: Excellent communication skills with an aptitude for presenting technical documents.
  • Proven interpersonal skills: Ability to work in a multicultural environment with sensitivity and respect for diversity and ability to establish and maintain effective partnership with counterparts and staff of the IAEA in large in a customer relationship; good team spirit to work effectively as a team member.

Education, Experience and Language Skills

  • University degree in business administration, international relations or a related field.
  • Minimum of two years of related experience, including project management experience, finance and accounting, preferably in an international environment.
  • Fluency in spoken and written English. French highly desirable. Knowledge of another official IAEA language (i.e. Arabic, Chinese, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $31 356*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
