POSITION TITLE: Programme Manager (Reviving ASAL Economies through Livestock Opportunities and Improved Coordination (REAELOC)

GRADE LEVEL: P-4

DUTY STATION: Nairobi, Kenya

ORGANIZATIONAL UNIT: FAO Representation Office in Kenya (FRKEN)

DURATION: 12 Months (with possibility of extension subject to continuity of funds)

DUTIES AND RESPONSIBILITIES

Under overall supervision of the FAO Representative in Kenya, the supervision of the Deputy FAO Representative and of the relevant technical divisions in headquarters and in decentralized offices, and in close consultation with the national staff of the project, the staff member will be responsible for the coordination and overall management of the GCP/KEN/076/EC project and Livestock Sector activities. In particular, the incumbent will:

• Provide overall technical and managerial leadership of the GCP/KEN/076/EC project, in all its aspects
• Ensure coherence and complementarity with other components of the programme
• Ensure that the programme feeds into (and contributes to the establishment of) the joint coordination structure in the Ministry of Agriculture Livestock and Fisheries
• In collaboration with the FAOR, Deputy FAOR and the unit managers, establish and manage agreements with county governments and service providers
• identify and implement strategic partnerships and advocate best practices and increased policy dialogue and relationships/consensus and agreements with national stakeholders
• Lead the preparation, implementation and monitoring of Annual Work Plans and Budgets
• Prepare project progress reports to review and monitor the outputs and results of the project against agreed work plan, and to identify constraints and issues that require timely resolution and corrective actions;
• Act as a sector head for the Livestock sector and the resilience outcome under FAO’s CPF, provide strategic leadership towards the achievement of the CPF outcome 4 and 1 and contribute to programme development;
• Actively participate in fundraising for the Livestock Sector in line with the established country office resources mobilization strategy;
• Perform other duties as required

MINIMUM REQUIREMENTS

Candidates should meet the following:

• Advanced university degree in Veterinary Medicine / Science or related livestock discipline,
• Seven years of relevant experience in the management of large multi disciplinary programmes on animal diseases, rural development, community development or other relevant disciplines, with progressively increasing responsibility for institutional development, project implementation, policy formulation and managing relationships between key implementing partners and stakeholders
• Working knowledge of English

SELECTION CRITERIA

Candidates will be assessed against the following:

• Extent and relevance of experience in the management of livestock programmes
• Extent and relevance of experience in the management of resilience building programmes
• Demonstrated knowledge and experience of livestock and animal health sector in the Greater Horn of Africa
• Extent of experience in project and programme management and ability to lead and manage a team of professionals
• Excellent interpersonal communication skills, and the ability to bring diverse stakeholders together over a common goal
• Quality of both oral and written communication skills on technical issues in English
• Knowledge and experience in UN procedures in project implementation would be an asset
• Demonstrated capacity in strategic thinking, analysis, visioning and planning
