ORGANIZATIONAL SETTING

The Market Analysis and Research section (MAR) has developed a range of market analysis tools and methodologies for strategic and operational research, assessing national trade performance, trade competitiveness and linkages between trade and development prospects.

MAR is managing the technical delivery of a new three-year project, the Euro- Mediterranean Trade and Investment Facilitation Mechanism (Euro-Med TIFM) in cooperation with the European Commission and Southern Mediterranean partner countries. The Euro-Med TIFM aims to facilitate trade and investment in the Southern Mediterranean countries including Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine, and Tunisia (with Turkey to join at a later date), hereinafter referred to as TIFM countries.

The EuroMed TIFM project will involve the development of an online portal and analysis tool to provide up-to-date information on southern Mediterranean countries including: applied customs tariffs and preferential arrangements; rules and certificates of origin; taxes; mandatory general and product-specific market regulations and requirements; trade flows; contact details of relevant public and private sector institutions; information on marketing channels (e.g. trade fairs & online marketplaces) as well as relevant news and events. The portal will be constructed within ITC’s existing Market Access Map tool, to ensure sustainability of the project over the longer term.

The project will also create a problem solving network of trade support institutions in TIFM countries to provide practical support to enquiries from exporting and importing companies and other business operators about doing business in the these countries.

RESPONSIBILITIES

Under the direct supervision of the Senior Market Analyst the candidate will:

• Provide project management support for ITC’s EuroMed TIFM project;
• Prepare reports and liaise with project stakeholders on project achievements, outputs and activities;
• Prepare technical materials, including the functional specifications for the EuroMed TIFM portal;
• Provide support and oversight of the IT development of the portal, particularly with respect to the correct presentation of market access data;
• Contribute to building the problem-solving network of national institutions;
• Develop and deliver activities for building the capacities of national institutions to compile and analyze data on trade and market requirements;
• Provide technical oversight and support to the collection, classification and processing of data on TIFM countries and its formatting for uploading to ITC’s market analysis tools;
• Contribute to the continuous improvement of the depth and breadth of ITC’s market analysis tools;
• Perform any other duties, as requested.

ELIGIBILITY CRITERIA

EDUCATION: Advanced university degree in international economics with emphasis on international trade and market access.

Note: A first-level university degree in international economics with emphasis on international trade and market access in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE: A minimum of five years of professional experience in international trade and market access analysis both at the national and international level with increasing levels of responsibility is required.

LANGUAGES: Advanced knowledge of English with a working knowledge of French is required. Knowledge of other UN official languages is an asset

• Excellent knowledge of international trade and market access data (tariffs and market requirements);
• In depth knowledge of the trade and market access trade situation of developing countries;
• Knowledge of capacity building of institutions in developing countries;
• Knowledge of online software systems for trade and market access analysis and the needs of users – particularly the private sector;
• Demonstrated problem-solving skills;
• Ability to work independently and under time pressure.

DESIRABLE KNOWLEDGE AND SKILLS:

• Knowledge of the economic and political situation in Southern Mediterranean countries.

TERMS OF SERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVE ANNUAL SALARY AT THE P-3 LEVEL

• Annual Salary (net of tax)
• Starting from US$56,198, with annual increments subject to performance.

Post Adjustment: In addition to the above annual salary a monthly post adjustment is paid. The rate as at June 2014 is 105.5% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
