The US MissionMozambique is re-advertising two vacancies for Development Assistance Specialists (Provincial Advisors) positions in the Integrated Health Office (IHO).

Position Type:            Foreign Service National (FSN)
Full Position Grade: FSN  10
Work Hours:             Full-Time; 40 hours per week
Direct Supervisor:     The incumbents will work under the Health Sector Specialist (HSS).  The Specialists will receive additional direction from HSS CORs/AORs responsible for programs/projects/activities being implemented in the assigned Province. 
Basic Function of Positions: The incumbents will provide assistance to the GoRM in implementing innovative and promising responses to pressing problems of governance, finance, and human resources management faced by Mozambican Provincial and/or District Health Departments or Offices (DPS) in addressing the problems of sustainable health systems strengthening.  The Advisors will support the development and implementation of financing and human resources management systems and practices, in order to ensure the sustainable and effective operation of decentralized GoRM health programs, applying an in-depth and extensive knowledge of the health sector in Mozambique to assist DPS in reviewing, designing, and strengthening financial and human resources management systems, with an emphasis on improved performance management.  The work includes building collaborative relationships with and between stakeholders; conducting assessments to determine the best interventions and approaches to address pressing problems; designing, implementing, and monitoring appropriate activities and interventions; and, building local capacity in managing GoRM financial and human resources management systems.
Required Qualifications: Mozambican Nationality. Completion of a Bachelor’s Degree, or the local equivalent in a field related to governance, financial and HR management, public health, business administration, public administration or planning or in an equivalent job-related field.    Three to five years of progressively responsible experience in health systems strengthening and/or planning, or in public health, which provided the opportunity for project design, program planning, and/or implementation, in a health or health-related field.  Fluency in English and Portuguese speaking, reading and writing language skills.  Good knowledge of development assistance and understanding of the organization and roles of the different levels of GoRM health delivery systems in order to enhance effective communication, and to develop consensus on plans for governance, finance, and human resources management systems improvement. The incumbents should have demonstrated ability to assume management and leadership roles.  The Specialists must be resourceful, have good judgment, and have the ability to work with persons from many backgrounds.  Good computer skills and ability to work with common software programs used within USAID.
 Selection Process: Candidates will be evaluated based on relevant knowledge, experience and abilities demonstrated in their application materials, recommendations from references, previous employers and interviews.  These are local positions and compensation will be in accordance with the Local Compensation Plan.
