Provide M&E technical assistance to the MoH/National Directorate of Public Health (NDPH) with the goal of strengthening the monitoring and evaluation of the Tuberculosis program. This position is based at the Mozambican Ministry of Health (MoH) and the Technical Advisor will work in close collaboration with the PNCT team and HIV program team under the supervision of the Head of the PNCT program.
Job Responsibilities
- Develop systems/procedures for timely, accurate and complete data reporting in line with the National Tuberculosis Program Plan.
- Plan and coordinate the implementation of M&E activities
- Strengthen systems for data quality, data analyses and interpretation, dissemination and use
- Harmonize the conceptualization of indicator, data sources and flow for programs lacking technical support within DNSP
- Work closely with the National HIV program to strength the collaborative activities TB/HIV
- Design methodologies and procedures for calculating targets for the program
- Provide training/capacity building and technical support as needed
- Contribute for the documentation of M&E and program related best practices or lessons learned
- Provide technical assistance for the identifications of research topics, protocol development and implementation of research activities
- Coordinate the National M&E strategies/approaches with stakeholders
Required Qualifications
- A Master’s degree in public health, epidemiology statistics, economics, health/ biomedical sciences or health related areas
- At least 5 years of working experience of public health programs especially Tuberculosis and HIV
- Work experience with national health systems in developing countries
- Demonstrated abilities in the leadership, communication and planning in M&E
- Experience with research (protocol development, research coordination)
- Advanced knowledge in data base management including Excel, SPSS, STATA or EPINFO
- Proactive, responsible and capable of working and producing results independently
- Fluency in Portuguese; Spanish, Italian or French fluency with willingness to learn Portuguese quickly would be considered.
