Lead Programme Management and Training Specialist - Perform Project, Lilongwe, Malawi

Tetra Tech ARD, is currently accepting expressions of interest from qualified candidates for the active Protecting Ecosystems and Restoring Forests in Malawi (PERFORM) program. This multi-year program is promoting rural livelihood development and forest conservation across Malawi, and is focusing on the development of demonstration projects to further REDD readiness and conserve biodiversity. The Lead PM&T Specialist will work with PERFORM staff assess the organizational capacity of partner institutions, and from these assessments will design oversee the delivery of targeted training to improve the functional capacity of partner institutions at the national-, district- and local-levels. This position is full time and will be based in Lilongwe, Malawi.
Roles & Responsibilities:
  • Conduct institutional capacity assessments of partner organizations (baseline, annually, and endline);
  • Design targeted training programs that address capacity needs and build the functional capacity of partner organizations;
  • Strong analytical and data management experience/skills;
  • Prior professional experience in the land/natural resources management sectors.
Qualifications:
  • At least 5 years of professional experience in organizational capacity assessment/building
  • Professional experience working to support the development of institutions in the forestry and land use sectors. Experience specific to REDD+ is preferred. This experience may be composed of a combination of educational and work experience.
  • Experience in Malawi and a demonstrated understanding of the country context.
  • At least 2 year experience designing and coordinating trainings in technical areas related to land/natural resources management—with demonstrated experience effectively transferring skills and knowledge to program participants
  • Demonstrated technical abilities and capacity to effectively oversee and coordinate sub-awards of various sizes and scopes that serve to put the Malawi REDD+ Strategy into action and to implement demonstration pilots, and an ability to effectively mentor sub-awardees on relevant technical aspects of program implementation.
  • Relevant technical capacities in broader areas of low-emissions development, such as NAMA development, preferred.
  • Fluency in English and Chichewa required, both written and verbal.
