Monitoring, Evaluation and Learning Specialist - Perform Project, Lilongwe, Malawi

Tetra Tech ARD, headquartered in Burlington, Vermont, is currently accepting expressions of interest from qualified candidates for the active Protecting Ecosystems and Restoring Forests in Malawi (PERFORM) program. This multi-year program is promoting rural livelihood development and forest conservation across Malawi, and is focusing on the development of demonstration projects to further REDD readiness and conserve biodiversity. The ME&L Specialist will work with PERFORM staff and partners to measure success towards the project's theory of change and manage the project's Performance Monitoring & Evaluation Plan (PMEP) in order to track progress towards achievement of project goals and intermediate results. This position is full time and will be based in Lilongwe, Malawi.
Roles & Responsibilities
  • Work closely with project component leaders and partners to coordinate the systematic and standardized collection, analysis, and interpretation of the project's performance results and geographic information from the project's targeted implementation areas;
  • Review current monitoring data collection protocols and work with project and regional teams to maintain and improve standardized data collection tools and guidelines;
  • Provide quality control for the collection, analysis and reporting of indicator data;
  • Input new data collected from the field and provide monthly monitoring and evaluation results to project leadership via regular updates and quarterly learning workshops;
  • Coordinate with project team on geospatial analysis in order to produce maps and provide the information for key learning events;
  • Assist with the production of M&E reports for USAID according to the timeframes required by the project;
  • Supervise the development and maintenance of ePORT, Tetra Tech's centralized data management system;
  • Coordinate monitoring and evaluation capacity building efforts for project partners and stakeholders.
Qualifications
  • Master's Degree in Social/Natural Science or a related field is strongly preferred;
  • Minimum 5 years of proven experience in managing monitoring, evaluation and learning systems of complex international development projects (USAID experience strongly preferred)
  • Ability to support development and maintenance of a PMEP data management system, including providing training, materials/tools, and ongoing guidance to staff and partners responsible for submitting data
  • Demonstrated knowledge of Information and Communications Technologies (ICT)—experience with GIS is desirable;
  • Strong data analysis skills, with an emphasis in statistics;
  • Results-oriented with the ability to multi-task, as well as support teams to manage diverse and time-sensitive activities;
  • Work and communicate effectively with a diverse group of people, including academics, environmental scientists, NGO partners, government staff and others;
  • Experience working in Malawi with a demonstrated understanding of the country context;
  • Excellent written, oral and presentation skills, interpersonal communication and teamwork skills; and
  • Fluency in English and Chichewa required, both written and verbal.
