Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA's Major Programme 2, "Nuclear Techniques for Development and Environmental Protection". This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The Division of Human Health is organized into four Sections whose objectives are to enhance the capabilities of Member States to address needs related to the prevention, diagnosis and treatment of health problems through the development and application of nuclear techniques within a framework of quality assurance.

Main purpose

The IT Systems Engineer (Databases) provides advice and support for computerized solutions aimed at improving business processes and systems to meet divisional needs and also applies technical knowledge to create effective information systems and data collection methods. He/she may provide expertise in subsequent statistical analysis of medical results from coordinated research projects (CRPs) and carries out the statistical analysis of collected biomedical data.

Role

The incumbent is: (1) a project manager, initiating, planning, executing and controlling agreed work; (2) adeveloper, working on relevant software engineering solutions, either as a leader or a member of a team; and (3) a technical specialist, troubleshooting and fixing technical issues relating to data processing.

Partnerships

The incumbent interacts with customers in the IAEA to agree on the scope of work to be undertaken, resource requirements and schedule. The IT Systems Engineer (Databases) also interacts with users and other IT/DM specialists, both inside and outside the organization, to develop effective computerized data collection solutions and support their implementation.

Functions / Key Results Expected

  • Project Management: responsible for data management on a daily basis to ensure that projects produce the required results. This includes planning, developing, implementing and monitoring of projects, directing and motivating the project team, and creating project documentation.
  • Carry out requirements analysis and design of software systems.
  • Design and develop IT solutions, including databases, using modern software engineering methodologies and tools.
  • Participate in planning and designing data management solutions for coordinated research projects.
  • Implement software systems, including acceptance testing, user training and the preparation of documentation.
  • Provide software maintenance and technical support for existing software systems and databases.

Knowledge, Skills and Abilities

Technical expertise:
  • Thorough understanding of software engineering processes and the software engineering life cycle;
  • Thorough knowledge of relational database management software e.g. SQL Server and SQL; knowledge of Windows 7/Unix client/server environment;
  • Thorough knowledge of .NET (VB, C#, ASP) and knowledge of one or more C/C++, Java, XML, PDF;
  • Excellent statistical skills including thorough understanding of analysis packages (Stata, SAS, SPSS);
  • Thorough knowledge of web development;
  • Strong understanding of information security and secure coding techniques;
  • Knowledge of a project scheduling tool, e.g. MS Project;
  • Knowledge of current health information technologies/systems preferably in the field of radiation medicine;
  • Knowledge of data management in clinical trials an asset.
Analytical/problem solving skills:
  • Ability to learn new processes and propose IT solutions to suit end-users' needs.
  • Ability to develop concepts, evaluate data and work towards practical solutions.
  • Ability to conduct statistical analysis of data using analysis packages (Stata, SAS, SPSS), technically interpret results of that analysis, and skilfully present data and analysis in both oral and written formats.
Interpersonal skills:
  • Ability to promote knowledge management initiatives, particularly by cultivating a culture of information and knowledge sharing;
  • Strong customer/user orientation skills and ability to communicate easily and well with both technical and non-technical staff at all levels in a multicultural environment, with respect and sensitivity to diversity. Ability to work effectively in different project teams.

Education, Experience and Language Skills

  • University (or equivalent) degree or commensurate working experience in software engineering or a related field (such as information management, electronic engineering or computer science).
  • Minimum of five years of working experience in database administration and information/data modelling and systems administration.
  • Expertise in statistical methods and interpretation.
  • Software project management experience, including project planning and estimating, work assignment and supervision, and progress review and reporting.
  • Knowledge of and practical experience in ITIL and Prince2 an asset.
  • Experience in a multicultural environment.
  • Fluency in written and spoken English.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $32 145*, dependency benefits, rental subsidyeducation grant,relocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance.
